دانشگاه غير دولتي در ژاپن: چالش‌ها و راهبردها

Private universities in Japan: Challenges and Approaches

دانشگاه‌هاي خصوصي يا غير دولتي در كنار ساير موسسات آموزش عالي در اجراي برنامه‌هاي توسعه اقتصادي، اجتماعي، سياسي و دستيابي كشورها به اهداف توسعه نقش مهمي بر عهده دارند. به همين دليل اغلب كشورها از جمله ژاپن به تاسيس و توسعه دانشگاه هاي غير دولتي همت گماشته و تلاش نموده اند از توانايي هاي بالقوه آنها بهره گيرند. در كشور ما نيز، در سال‌هاي اخير موسسات آموزش عالي غير دولتي يا غير انتفاعي تشكيل شده و توسعه يافته اند.اين موسسات علي رغم ضرورت توسعه كمي، با مشكلات و چالش هاي زيادي روبرو هستند و تا كنون نتوانسته اند وظيفه خود را به خوبي انجام دهند. پژوهش حاضر با بررسي تجربه هاي آموزش خصوصي يا غير دولتي عالي در ژاپن در صدد است تا راهكارهايي را براي رفع چالش-هاي دانشگاه هاي غير دولتي كشور ارايه دهد. براي اين هدف در مطالعه اي كتابخانه اي دوازده مقاله پژوهشي و گزارش پايان نامه هاي دكتري درباره آموزش عالي غير دولتي ژاپن تحليل شده است. يافته ها نشان مي دهد اين نوع آموزش در ژاپن با چالش جهاني سازي آموزش عالي، توسعه فناوري اطلاعات و ارتباطات، تغيير ارزش دانش دانشگاهي، كاهش جمعيت افراد جوان، نظارت شديد دولت، مشكلات مربوط به تخصيص سهميه و رقابت با دانشگاه هاي دولتي روبرو هستند. براي رفع آنها تا كنون راهكارهايي پيشنهاد و بكار گرفته شده است. مسيولين آموزش عالي مي توانند از اين تجربه ها براي رفع چالش هاي موسسات آموزش عالي غير دولتي كشورمان استفاده كنند.

P rivate universities and other higher education institutions have an important role in the implementation of economic, social and political development programs and achievement of countries to the development goals. So, many countries including Japan, have tried to establish and develop the private universities to take the advantages of their potential capabilities. Recently, private higher education institutions have been established and developed in our country too. Despite the necessity of quantitative development, these institutions face with many difficulties and challenges and so far they have failed to perform their task effectively. Through analysis of the private higher education experience in Japan, this study therefore, has sought effective approaches to tackle the private universities challenges. For this purpose, twelve papers and doctoral theses regarding Japanese private higher education were analyzed. The findings showed that this type of education faces with several challenges such as globalization of higher education, the development of information and communication technology, changes in the value of academic knowledge, shrinking the population of young people, strong government control, problems related to the allocation of allowances and competence with public universities. Some approaches have been proposed and developed to solve these challenges which can be utilized for relevant problems in the Iranian higher education context. .
