چالش اساسي امنيت ملي و ارتباط آن با سياست‌هاي ابلاغي اصل 44 قانون اساسي

Basic Challenge of National Security and its Relation with Announced Policy of Article 44 of Constitution

يكي از اساسي‌ترين چالش‌هاي كشور ما درحال حاضرچالش اقتصادي (توليد ثروت ملي، گسترش عدالت اجتماعي) و امنيت ملي مي‌باشد كه مي‌تواند بر ساير چالش‌ها تاثير مستقيم گذاشته و كشوررا در تمامي صحنه به پيروزي رسانده ويا با بحراني بزرگ روبرو سازد .دراين بحث تلاش مي شود تاچالش‌هاي مختلفي كه برسر راه كشور ما قرارداشته وتوانسته ايم آنها را پشت سر بگذرايم مطرح وسپس چالش اقتصادي و رابطه آن با توليد ثروت ملي، گسترش عدالت اجتماعي و امنيت ملي را بيان نماييم. توليد ثروت ملي وگسترش عدالت اجتماعي درهركشورمنجر به توليد قدرت ملي مي‌گردد و درنتيجه با امنيت ملي ارتباط پيدا مي‌كند. در مباحث قدرت ملي يكي از پيچيده ترين مباحث، در خصوص وابستگي متقابل امنيت و قدرت ملي و قدرت اقتصادي به يكديگر و نقش هر كدام از انها در حفظ و پيشبرد ديگري و چگونگي بهره‌برداري از سياست هاي اقتصادي در راستاي اهداف ملي و امنيتي و بالعكس مي باشد. امنيت ملي و قدرت نظامي و قدرت ملي بستر مناسبي براي ايجاد ساختارهاي زير بنايي اقتصادي پايدار بوده، موجب شكل گيري زمينه هاي رشد اقتصادي مي باشد. از سوي ديگر قدرت اقتصادي (در محيطي با امنيت اقتصادي و ضريب امنيت ملي بالا) نيز با توليد ثروت، منابع لازم براي افزايش و حفظ قدرت را ايجاد مي نمايد به اين ترتيب امنيت ملي و امنيت اقتصادي مكمل و هم افزاي يكديگرند و نمي توان يكي را بدون ديگري به دست آورد و حفظ نمود. مقاله حاضر تلاش مي كند ابعاد اقتصادي امنيت ملي و نقش سياست هاي كلي اصل 44 قانون اساسي ابلاغي از سوي مقام معظم رهبري را در پيشبرد امنيت ملي در جمهوري اسلامي ايران را نشان دهد. در اين مقاله تلاش بر آن است كه تبيين دقيق و روشني از رابطه ميان اقتصاد،قدرت ملي و سياست هاي كلي اصل 44 قانون اساسي و امنيت ملي ارايه دهد.

One of the most basic challenges of our country at present is economic challenge (Producing National asset, developing social Justice) and national security which could have direct impact and achieve our country a victory in all fields or face it with a great crisis. It is attempted at this paper that those different challenges which had been in the way of our country and we could pass them be introduced and then economic challenge and its relation to production of national asset, developing social justice and national security be discussed. Production of national asset and developing social Justice in any country lead to national power and as a result, it has relation with National security. At national power discussions, one of the most complex issue is about the reciprocal dependence of Security and National Power and economic Power and the role of each of them in maintain and advancement of another one as well as quality of exploitation of economic policies in line with security and national aims and vice versa. The national security, military power and national power are favorable beds for creating sustainable economic infrastructures and cause shaping the ground for economic growth. Elsewhere, Economic Power (at an environment with high economic security and national security coefficiency) could create asset production, necessary sources for increasing and maintaining power. So, National security and complementary economic security could promote each other and they are interdependent. At this paper, national economic dimensions and the roles of general policies of article 44 announced by our supreme leader are shown for advancement of National security in the I.R. of Iran. Also, a precise and clear definition about the relation between economy and general policies of article 44 of constitution and national security are introduced
