مشاركت‌پذيري شهروندان تهراني در حوزه وظايف شهرداري (مطالعه موردي: شهروندان منطقه 4 شهرداري تهران)

Tendency to participation of Tehran citizens in the activities domain of municipality (case study: citizens of region 4)

امروزه بيشتر صاحبنظران حوزه مديريت شهري، تجربه مديريت متمركز شهر را شكست خورده دانسته و آن را بدون مشاركت شهروندان ناموفق ارزيابي مي كنند. از اين رو جلب مشاركت شهروندان يكي از دغدغه‌هاي اصلي مديريت‌هاي نوين شهري محسوب مي‌شود. شهرداري تهران يكي از نهادهاي مهم مديريت اين كلان شهر با اتخاذ رويكردي اجتماعي، گام‌هاي اساسي در راستاي جلب مشاركت شهروندان برداشته است. نظر به اهميت مشاركت شهروندان در اداره امور شهري و با توجه به راهبردهاي شهرداري تهران در اين راستا، مقاله حاضر وضعيت مشاركت‌پذيري شهروندان محلات تهران را با مطالعه موردي شهرداري منطقه چهار بررسي نموده است. چارچوب نظري انتخاب شده به منظور شناخت عوامل تاثيرگذار، چارچوبي تركيبي مبتني بر عوامل فردي و اجتماعي است. به منظور بررسي تجربي فرضيات تحقيق از روش پيمايش استفاده شده كه در تحليل داده‌ها از تكنيك‌هاي آماري ميانگين، ضريب همبستگي پيرسون، آزمون T و F و تحليل رگرسيون چندمتغيره استفاده شده است. نتايج تحقيق بيانگر متوسط بودن سطح مشاركت‌پذيري شهروندان بوده كه تغييرات آن با استفاده از عواملي نظير جنسيت، وضعيت شغلي، آگاهي و اطلاعات درباره امور شهري، انتظار پاداش از مشاركت، عضويت انجمني، سابقه سكونت در محله و علاقه و تمايل به آن تبيين مي شود. شهرداري با انجام اقدامات گوناگون با تكيه بر نتايج اين مطالعه مي‌تواند تمايلات مشاركتي شهروندان را ارتقا داده و از ظرفيت‌هاي آن براي مديريت بهينه شهر بهره گيرد.

today, most expert believe that the focused urban management experience is failed and it is impossible without citizen participation. So the attraction of citizens’ participation is the main concerns of the urban new managements. Tehran Municipality the one of the major institutions of urban management has adopted the social approach in order to attract the participation of citizens and has taken the basic steps. The present article is aimed to explore the status of Tehran citizens’ tendency to participate in doing activities of municipality (case study region 4). Chosen theoretical framework for understanding the effective factors, a framework based on a combination of individual and social factors. The survey method was used to examine the hypothesis. The statistical data analysis techniques such as Pearson correlation, t and F tests and multiple regression analysis was used to analyze data. The research results indicate a moderate level of citizens participation tendency that its changes will be explained with factors such as gender, employment status, knowledge and information on urban affairs, expected rewards of participation, association membership, experience and interest in and desire to live in neighborhoods. Municipality with different measures based on results of this study can enhance citizens’ participation willingness, operating these capacities and attract them in doing its activities.
