Macro Requirements of Privatization Qualitative Development of Higher Education in Iran

با اذعان به رشد كمي خصوصي سازي آموزش عالي در كشور طي سال هاي اخير، اين تحول ساختاري در نظام آموزش عالي در صورتي از موفقيت برخوردار خواهد بود كه همگام با رشد كمي به رشد و توسعه كيفي اين پديده نيز توجه لازم صورت گيرد. از اينرو، اين پژوهش با هدف شناسايي الزامات كلان توسعه كيفي خصوصي‌سازي آموزش عالي در ايران انجام شد. روش اين پژوهش، آميخته اكتشافي بود. در اين پژوهش، 48 الزام كلان در 7 بعد اصلي شناسايي شد. نمونه اين پژوهش مشتمل بر 103 نفر از متخصصان و صاحبنظران آموزش عالي و دست اندركاران موسسات آموزش عالي غيرانتفاعي بود. از ديدگاه اين افراد، تمامي الزامات شناسايي شده از اهميت متوسط به بالا در توسعه كيفي خصوصي سازي آموزش عالي برخوردار بودند و ليكن آن الزاماتي كه از اهميت بالايي برخوردار بودند در شرايط موجود خصوصي‌سازي آموزش عالي كشور كمتر مورد توجه قرار گرفته اند.

A cknowledging the rapid privatization quantitative expansion of higher education in Iran, the expected goals and outcomes this structural shifting will not be achieved unless the qualitative dimension of higher education development is fully understood and emphasized by policy makers and planners. This study therefore, aims to identify the macro requirements of privatization qualitative development of higher education in the country. Using an exploratory mixed method, participants included 103 higher education scholars, experts and the practitioners of private universities. The findings revealed that 48 macro requirements in seven main dimensions have been considered as the main requirements for this structural development by the participants. The findings also showed that although all highlighted requirements of privatization qualitative development of higher education were considered average and higher in their importance, but in practice these important requirements have not been emphasized purposefully and sufficiently by the field’ policy makers and practitioners.
