To Analyse the Relation of Proper Law and Political Stability

مقاله حاضر جهت بررسي رابطه و تاثير «قانون» بر «ثبات سياسي» تدوين شده است تا با تعيين شاخص هاي اساسي قانون مناسب و ثبات سياسي و شناخت اين رابطه به اهميت يكي از مهمترين عوامل تاثيرگذار براقتداراجتماعي پي برده شود. در اين مقاله براي تعيين رابطه متغيرها از روش پيمايش با تكنيك دلفي استفاده شده است كه با بهره گيري از داده هاي پرسشنامه در 3 مرحله، نظر صاحبنظران اين حوزه را در اين مورد جمع آوري نموده است. جامعه نمونه مورد استفاده در اين تحقيق 55 نفر و شامل صاحب نظران حوزه نظم و امنيت با حداقل مدرك تحصيلي دكتري و با بيست سال سابقه كار و مستقر در شهر تهران مي باشد. يافته هاي تحقيق نشان مي دهد كه قانون مناسب، بيشترين تاثير را بر شاخص‌هاي ثبات سياسي و همچنين شاخص‌هاي قانون مناسب، تاثير بيشتري بر مولفه ثبات سياسي همانند تامين كننده عدالت، تامين كننده منافع عمومي، توان پاسخگويي، برخورداري از ضمانت اجرايي، قابليت اجرايي داشتن، تطبيق با مباني دين اسلام دارد.

The present study has been drawn up to analyse the relation and effect of “Law” on "Political Stability" and to determine the fundamental criteria of proper law and political stability and the relation between them in a way to recognize the importance of one of the most effective factors in social power. In this study, to assess the relation between the variants, the measurement method by Delphi technique has been applied in which the theory of pundits in this issue has been collected through the data in the questionnaire in three stages. The sample society in this study comprises 55 people including the theorists on order and security, holding at least Ph.D. , 20 years of work record and living in Tehran. The findings of the study show that the proper law enjoys the most effect on the criteria of political stability, as well as the criteria of proper law, has more effect on the components of political stability as the provider of justice, the provider of public interests, the ability to respond, the capability of executive guarantee, the capability to be executed and compliance with Islam.
