Strategic Model of Expansion and Consolidation Defense-Security Authority of the I.R. of Iran

در جوامع انساني، بويژه در حوزه سياست و امنيت، قدرت كه با مفاهيم پايه اي چون بقاي ارزشهاي حياتي و حاكميت پيوند دارد، از اهميت اساسي برخوردار است. قدرتي كه با ويژگيهايي مانند "مشروعيت"، "نفوذ" و "كارآمدي" همراه باشد، اقتدار خوانده مي شود. دولت- ملتها همواره تلاش مي كنند منابع و روشهاي توليد و بازتوليد اقتدار خود در سطح ملي را حفظ نموده و گسترش دهند. در پژوهش پيش رو تلاش شده است به منظور ارايه الگوي راهبردي تحكيم و توسعه اقتدار دفاعي امنيتي جمهوري اسلامي ايران، ضمن شناخت ويژگيهاي سه گانه ي مذكور، سطوح خارجي و داخلي و نيز ابعاد گوناگون اقتدار دفاعي امنيتي با بهره گيري از طرق علمي و روش پژوهش موردي زمينه اي مورد مطالعه قرار گيرد تا نسبت و سهم هريك از عوامل بر سطوح، ابعاد و ويژگيهاي اقتدار دفاعي امنيتي به دست آيد. از خلال اين دستاوردها سرانجام الگوي راهبردي مناسب براي تحكيم و توسعه اقتدار دفاعي امنيتي جمهوري اسلامي ايران ارايه گرديده كه الگويي دانايي محور است و بر قدرت درون زا تاكيد دارد. داراي ورودي- خروجي و سيستم كنترلي بوده و حاصل تحقيق را براي رسيدن از وضعيت موجود به وضعيت مطلوب رهنمون مي سازد. دستاورهاي اين پژوهش نمايانگر اين است كه تحكيم و توسعه اقتدار دفاعي امنيتي حول محوريت "ولايت فقيه" شكل مي گيرد. ويژگيهاي مشروعيت، نفوذ و كارآمدي نيز در چارچوب يك مثلث متساوي الاضلاع تبلور مي يابند

Power which is interrelated to basic concepts such as authority and survival of vital values, has principled significance in security and politics areas. A power which has such features as "Legitimacy" , "Penetration" and "efficiency" is called authority. State-nations make efforts to develop and maintain the resources and procedures of production and reproduction of their authority at national level. It is attempted at current research that in addition to understand the said three party features, external and internal levels as well as various dimensions of defense-security authority be studied through scientific method and case-field methodology with aim at introducing strategic model of consolidation and expansion defense security authority of the I.R. of Iran, to such degree that share and proportion of any of the elements on levels, dimensions and features of defense security authority be achieved. Among these achievements, finally the favorable strategic model for consolidation and expansion of defense-security authority of the I.R. of Iran has been introduced which is a knowledge-base model and stresses on endogenous power. It has entrance-exit and control system and direct the results of research from status quo to favorable situation. The achievements of current research manifest that consolidation and expansion of security-defense authority is shaped revolve around the "Rule of supreme Jurisprudent" (Velayat-e faghih). The features of legitimacy, Penetration and efficiency are manifested also within framework of an equilateral triangle.
