بررسي عوامل راهبردي بسيج منابع مادي كشور در شرايط تهديد نظامي

To Review Strategic Factors in Mobilizing the Countryʹs Material Resources in the Face of Military Threats

بسيج منابع، در شرايط زماني و مكاني، مطابق تهديدات متفاوت است. نظام جمهوري اسلامي ايران، ام‌القراي جهان اسلام، در كشوري با پيشينه دفاعي درخشان، به ويژه در بعد مشاركت مردمي، جلوه خاصي از بسيج منابع را در تاريخچه خود ثبت نموده است. اين تحقيق با هدف "دستيابي به عوامل موثر بر بسيج منابع مادي كشور در شرايط تهديد نظامي» با كاركردهاي مختلف در حوزه منابع بخش دولتي، عمومي، خصوصي و كمك‌هاي مردمي انجام شده است، تابررسي كند كه ارتباط عوامل "محيطي"و"مديريتي" با بسيج منابع مادي، به چه ميزان معنا دار است. روش تحقيق در پژوهش حاضر از نوع زمينه‌يابي و از نظر كاركرد كاربردي و توسعه‌اي بوده و ضمن مطالعه كتابخانه‌اي و اسنادي از ديدگاه پيشوايان اسلام، نخبگان جنگ‌هاي كشورهاي جهان و دفاع مقدس كشورمان نيز استفاده شده است. در تجزيه و تحليل پرسش نامه نخبگان و اعتبار سنجي آن از روش‌هاي آماري توصيفي و نرم افزارspss استفاده شده است. در تحقيق حاضر با انجام مطالعات اكتشافي 85 عامل به عنوان عوامل مرتبط با بسيج منابع مادي به دست آمده كه اين عوامل در دو بعد عوامل محيطي و عوامل مديريتي به عنوان متغيرهاي مستقل و منابع مادي به عنوان متغير وابسته به روش تحليل عامل دسته‌بندي شد. نتايج تحقيق گوياي آن است كه عوامل محيطي نسبت به عوامل مديريتي تاثيرگذارتر است.

Mobilizing resources varies according to different conditions in the face of threats. The Islamic Republic of Iranʹs system, the pioneer of Islamic community, in a country possessing a glorious history of defense specially in mass participation, has set an astounding record of mobilizing resources in its history. The present study aims to determine the effective factors on mobilizing the countryʹs material resources in the face of military threats and it possesses various functionalities in governmental, public, private and popular resources in a way to examine the meaningful relation of "environmental" and "managerial" factors with mobilizing resources. The methodology of the study is that of survey in type, and developmental in functionality; to collect data, along with library resources and documents, the present study has made use of the ideas of Islam leaders, world warsʹ elites and those of our sacred defense. To analyse the questionnaire of the elites, descriptive statistical methods and SPSS software have been applied. In the present study, 85 factors were achieved as relating to material resourcesʹ mobilization through exploratory studies. The factors then were categorized into two environmental and managerial sets as independent variables and the material resources as dependent ones with factor analysis method. The results of the study express that the environmental factors are more effective than the managerial ones.
