رويكرد شبكه اي به حكمروايي اراضي پيرامون كلان شهرها؛ نمونه موردي: منطقه شهري كرج

Network Analysis Approach to the Governance of Ex-Urban Lands,(Case study: Karaj Urban Region)

ضعف شديد هماهنگي هاي بين سازماني و غلبه ي تعارض بر همكاري هاي بين سازماني به عنوان نقصي ساختاري و ريشه دار در نظام اداري كشور بر كسي پوشيده نيست. اين ضعف كه ناشي از فقدان طراحي و استقرار نظام روابط بين سازماني است، در نظام مديريت و اداره ي شهرها و كلان شهرها بيش از ساير قسمتها قابل لمس و مشاهده است. بنابراين پژوهش حاضر با استفاده از تكنيك تحليل شبكه اي به بررسي شبكه ي سازمانها، ارگانها و گروه هاي موثر بر مديريت حريم شهر كرج، براساس دو نوع از روابط رسمي ميان آنها پرداخته و مسايل و مشكلات موجود در اين شبكه ها را شناخته است. اين روابط كه تحت عناوين حكمراني و مراجعه قرار گرفته اند، از ميان قوانين و مقررات شهرسازي و مديريت شهري و وظايف سازمانها و ارگانها استخراج شده اند. وجود يا عدم وجود اين روابط و همچنين تك سويه يا دو سويه بودن آنها به صورت يك ماتريس صفر و يك وارد نرم افزار UCINET شده و با استفاده از اين نرم افزار و نرم افزار Netdraw به عنوان نرم افزار مكمل مورد تحليل قرار گرفته است. نتايج اين تحليل تمركز قدرت و اطلاعات را در برخي سازمانها و ارگانها و به حاشيه رانده شدن برخي ديگر را نشان مي دهد.

Severe weaknesses in relationship between organizations and overcoming of conflicts to the inter-organizational cooperation due to lack of planning and the establishment of an inter-organizational unofficial and informal relationship system are on no secrets as structural and pivotal defects in the administrative system of the country. This weak point is tangible and obvious in the management system and administration structure of cities and metropolitan areas more than other sectors. Therefore, this research studies the network of organizations, agencies and groups influencing exurban governance in Karaj urban area as a case study and tries to realize the problems in this network, based on two types of formal relationships between them. These relations which have been presented under the title of "governance and referral" are extracted from urban planning and urban management terms and also from responsibilities of organizations and agencies tasks. The presence or absence of these kind of relations as well as being single strain or mutual relations are entered as a zero-one matrix into UCINET software and are analyzed using the Netdraw software as a supplement to the UCINET software. This analysis shows the concentration of power and information in some organizations and agencies which marginalized others.
