Improving Waste Management System of the City of Tehran – Emphasizing on Final Disposal

يكي از چالش انگيز ترين بخش هاي سيستم مديريت پسماند بويژه در شهرهاي بزرگ، انتخاب روش دفع نهايي پسماند است. هدف از انجام اين پژوهش شناسايي روش بهينه دفع نهايي پسماند شهر تهران است. بدين منظور، تقدم و تاخر روش هاي دفع نهايي پيشنهادي پسماند شهر تهران، با تركيب تكنيك هاي تصميم گيري چند معياره تحليل سلسله مراتبي و تاپسيس فازي تعيين گرديد. قياس روش هاي دفن در زمين، توليد RDF، بازيافت مواد همراه با دفن بقايا در زمين، توليد كمپوست و سوزاندن بدون استحصال انرژي بعنوان گزينه هاي تصميم گيري انتخاب و با بگارگيري 4 گروه معيار اصلي شامل اثرات زيست محيطي، جنبه هاي اقتصادي، امور اجتماعي و ملاحظات تكنولوژيكي و 14 زير معيار با هم مقايسه و رتبه بندي شدند. مقادير ضريب نزديكي حاصل از اجراي تكنيك تاپسيس فازي نشان داد كه گزينه بازيافت مواد و دفن بقايا در زمين با ضريب نزديكي 237/0 روش بهينه دفع نهايي پسماند شهر تهران است. توليد كمپوست، توليدRDF، دفن در زمين و سوزاندن بدون استحصال انرژي بترتيب با ضرايب نزديكي 212/0، 207/0، 195/0 و 148/0 در رتبه هاي بعدي جاي گرفتند.

One of the most significant and challenging issues in solid waste management especially for big cities is choosing the proper disposal method. This article aims to address the proper disposal method for solid wastes of Tehran city. Two MCDM techniques, namely Analytical Hierarchy Process (AHP) and fuzzy TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) were combined in order to determine the priority of the alternative disposal methods. Four main criteria including environmental impacts, economical issues, social aspects, and technological demands with 14 sub criteria are used for evaluation of the alternatives. Candidate disposal methods for solid waste management in Tehran metropolis are entitled land filling, composting, Refuse-Derived Fuel (RDF) combustion, recycling with landfilling, and incineration. The weights of criteria are calculated by AHP and alternatives are ranked using fuzzy TOPSIS. Linguistic terms and their corresponding triangular fuzzy numbers are applied in fuzzy TOPSIS. Results show that, with respect to the criteria, recycling of materials and landfilling of residues is the best method of disposal. The others are ranked respectively as: Composting, RDF combustion, Landfilling and finally incineration.
