The mobilization (Basij) Strategy in Strengthening National All- out Resistance in the Country

طراحي قابليت‌هاي مقاومت همه جانبه، بستر و ظرف جذب، سازماندهي، آموزش و به كارگيري مردم در امر دفاع از كشور و انقلاب اسلامي مي باشد كه مي‌توان با يك ارزيابي صحيح از توان اين نيرو و هم چنين ارزيابي دشمن، به يك راهبرد بهينه براي مقابله با تهديدات نظامي دشمن در جنگ احتمالي آينده دست يافت. با توجه به تغيير محيط امنيتي و دفاعي كشور و اين كه راهبرد دفاعي ما در ساليان گذشته اساساً در مقابله با تهديدات سنتي و خصوصا عراق شكل گرفته گوياي اين است كه شناخت ماهيت تهديدات جديد و باز تعريف راهبرد دفاعي كشور براي مقابله با تهديدات ناهمطراز و بزرگ اجتناب ناپذير مي‌باشد و غفلت از مهم‌ترين تهديد كه در جوار ما شكل گرفته، كشور را با آسيب‌هاي جدي در آينده مواجه خواهد نمود. لذا بايستي با اتخاذ يك راهبرد دفاعي همه جانبه براي ايجاد توان بازدارنده موثر دفاعي، دشمن را از حمله و تجاوز منصرف نمود و در صورت حمله دشمن، امكان مقاومت را فراهم و دشمن را شكست داد. اين مقاله با بهره گيري از نظرات خبرگان و پس از استخراج اهداف سناريوها، تهديدات، قوت‌ها، ضعف‌ها و فرصت‌ها در هر يك از عرصه‌هاي اقتصادي، سياسي، امنيتي و اجتماعي و فرهنگي براي سناريوي اول، تهديدات، قوت‌ها، ضعف‌ها و فرصت‌ها به صورت كلي براي سناريوهاي بمباران راهبردي، عمليات اشغال محدود و عمليات اشغال گسترده استخراج گرديد.پس از طراحي و ساخت پرسشنامه، ضمن ارزيابي عوامل محيطي، عوامل دروني و وضعيت موجود و مطلوب، ميزان تاثير اقدامات مقابله اي بسيج در خنثي سازي اهداف دشمن مورد تجزيه و تحليل قرار گرفت.

Designing all- out resistance capabilities includes bedrock and capacity of recruitment, organizing, training and using people for defense of the country and Islamic revolution which could achieve. To an optimal Strategy for country the military threats of enemy in contingency war through a proper assessment of the power of this force as well as evaluation of enemy. Given the change of security and defense environment of the country and this reality that our defense strategy over past years has been shaped basically for countering traditional threats specially Iraqi threats, it becomes clear that understanding the nature of new threats and redefinition of defense strategy of the country for countering unbalanced and big threats are inevitable issues. And ignorance of the most significant threat which shaped in our neighbor, faces the country with serious damages in future. Therefore, an all-out defense strategy should be adopted for creating defense effective deterrent power and renouncing the enemy for any attack and invasion. And in case of enemy attack, resistance and defeating the enemy would be possible. By using the viewpoints of experts and extraction of scenarios objectives, the threats, Strong and weak points and opportunities in any of economic, political, Security, social and cultural areas were determined for first scenario and also threats, strong and weak points as well as opportunities in general were extracted for strategic bombardment scenarios, limited occupation operator and widespread occupation operation. After designing and producing a questionnaire in addition to evaluation of environmental factors, the internal Factors and proper as well as status quo, the rate of impact of countering actions of Basij in foiling the enemy objectives have been analyzed.
