Passive Defense Strategies in Logistics

هنگام وقوع جنگ با كشورهاي سلطه گر، با عنايت به برتري دشمن در زمينه تجهيزات و فناوري، نيروها و تسليحات و تاسيسات و اماكن حايز اهميت كشور در صورت عدم بكارگيري اقدامات پدافند غيرعامل، دچار خسارات جدي مي‌گردد. و با توجه به برتري دشمن در زمينه تجهيزات و فناوري، اخلال در فعاليت‌هاي مراكز مهم و حياتي مثل سامانه‌هاي لجستيكي در دستور كار دشمن قرار دارد. با توجه به اين نكته كه موفقيت هر عملياتي به سامانه‌هاي مناسب لجستيكي آن بستگي دارد در اين مطالعه به بررسي فعاليت‌هاي لجستيكي پرداخته شده است. لذا بايستي اصول و ملاحظات پدافند غير عامل مد نظر قرار گرفته و رعايت گردد. روش اين پژوهش،زمينه‌يابي بوده، وبراين اساس نخست تهديدات نظامي دشمن مورد مطالعه قرار گرفته و ضمن تحليل ويژه‌گي‌هاي تهديد ناهمطراز و همچنين ساير مولفه‌هاي موثر، نقاط قوت، ضعف، فرصت‌ها و تهديدها پس از تعيين عوامل محيط داخلي و خارجي و تجزيه و تحليل آنها شناسايي و مورد ارزيابي قرار مي‌گيرند. عوامل محيطي با استفاده از ماتريس مقايسه زوجي، به تفكيك اولويت‌بندي مي‌گردند. در ادامه، وضعيت موجود با وضعيت مطلوب مقايسه مي‌گردد و ضمن تعيين درصد تخصيص امكانات، تدوين راهبردهاي پدافند غيرعامل مربوطه انجام مي‌گردد. سپس با استفاده از روش TOPSIS اولويت‌بندي راهبردها صورت مي‌گيرد و در نهايت راهبردهاي مناسب پدافند غير عامل در حوزه لجستيك ارايه مي‌گردد.

Defense is a vital domain to the Islamic Republic of Iran in regards with its special geopolitical and geostrategic territorial situation as well as the sustainability and span of antagonistic threats and also the emphases of Imam Khomeini (PBUH) and those of Imam Khamenei (God Extend His Life) on defense against the arrogant threats. If a war breaks with hegemonistic countries, the national forces, armaments, installations and infrastructures will be severely damage if not heeding passive defense activities.The enemy, given the salience in technology and equipment, will put the dysfunction of our national vital sites (ex. Logistic systems) on agenda. As the accomplishment of any operation is contingent upon favorable logistic systems, the present study thus seeks to review logistic activities and draw attentions to the implementation of passive defense principles and considerations. The current paper employs the survey methodology to first study antagonistic military threats and analyse the attributes of asymmetrical threats as well as other effective factors, capabilities, vulnerabilities, opportunities and threats; then, it determines and delves external/internal environmental factors and categorizes them upon Binary Comparative Matrix in separate. The status quo, accordingly, is compared to the favorable one and the passive defense strategies are formulated besides setting the percentage of facilities’ allocation. In the end, the strategies are categorized upon TOPSIS Method and the favorable ones to passive defense are proffered.
