نگاهي به جايگاه مفهومي آمايش آموزش عالي در آمايش سرزمين: راهنمايي براي "توسعه دانشگاهي"

The Conceptual Status of Higher Education Spatial Planning in Land Use Planning: A Guideline for University Development

موضوع آمايش سرزمين و مفاهيم آن در ايران مانند ساير كشورها، طي سالياني كه از طرح آن مي‌گذرد، با تغييراتي مواجه بوده و به فراخور شرايط حاكم بر اين دوره ها ، مفاهيم آمايش سرزمين و آمايش درآموزش عالي نزد برنامه ريزان و سياست‌گذاران دولت نيز تغيير نموده است. در اين راستا ،اين تحقيق به بررسي مفهومي آمايش سرزمين، ارزيابي جايگاه آموزش عالي در طرح ها و برنامه هاي كلان آمايش سرزمين و تحليلي بر نوع نگاه و ديدگاه‌هاي حاكم درمورد آمايش آموزش عالي با بهره گيري از روش تحقيق كيفي؛ تحليل اسنادي ،تحليل محتوا و تحليل ثانويه پرداخته است. نتايج بررسي حاضر نشان مي دهد نوع نگاه به فعاليت هاي آموزش عالي به عنوان يك بخش ،در طرح هاي مطالعاتي آمايش سرزمين متفاوت بوده است. همچنين هرچند متوليان حوزه آموزش عالي و دانشگاه بر اهميت موضوع آمايش درآموزش عالي تاكيد مي‌نمايند، امّا دركاربرد مفهوم «توسعه»، «آمايش سرزمين» و «آمايش آموزش عالي»، اتفاق نظر ندارند. از طرف ديگر اين مفاهيم نزد برنامه ريزان بخشي و مجريان نيز ناشناخته مانده و داراي ابهام مفهومي است. دليل اصلي اين امر كمبود مباني نظري و ادبيات لازم در اين زمينه و عدم وجود تعامل بين آمايش سرزمين و آمايش درآموزش عالي است. توزيع نامتعادل و نامتوازن دانشگاه ها و مراكز آموزش عالي درطي دهه هاي قبل و درحال حاضر را مي توان نمود بارز اين موضوع دانست. با توجه به اين روند و تاكيد سند چشم انداز و نقشه جامع علمي كشور به راهبردهاي اساسي براي توسعه علم و فناوري و به ويژه گسترش آموزش عالي و يافته هاي اين تحقيق، در پايان پيشنهاداتي براي متوليان آموزش عالي و سياست‌گذاران ارايه شده است.

T his study tries to examine the conceptual aspects of spatial planning and also the status of higher education in spatial and strategic plans. Using a qualitative research method, the dominant viewpoints on spatial planning in the field of higher education were analyzed. For this document analysis, content analysis and secondary analysis were applied. The findings illustrate that the approach to higher education activities, as a sector, differs from those of other sectors as far as spatial planning is concerned. Yet, it is to be noted that although administrators in the area of higher education and universities emphasize on the importance of spatial planning in higher education, they do not seem to consensually conform on a certain concept of "development," "spatial planning" and " spatial planning in higher education". On the other hand, this is aggravated by the fact that the sector planners and administrators are not enough acquainted with such concepts which has resulted mainly by the lack insufficient theoretical information and poor relevant literature on this agenda as well as the lack of interaction between land use spatial planning and spatial planning in higher education. The unbalanced and uneven distribution of universities and higher education institutions during last decades and the present time can be considered as the typical proof of this claim. Given these trends and the strategies were emphasized by the country’s Development Vision Document as well as and its Comprehensive Map of Science towards the country’s science and technology development, especially in higher education, a number of recommendations have been offered.
