بررسي امكان سنجي استقرار مهندسي مجدد صنعت بانكداري ايران با رويكرد استراتژيك در راستاي بهبود فضاي كسب و كار

The Study on feasibility study for implementation of Reengineering of Iran Banking Industry: The Strategic Approach in Line with the Business Environment Improvement

چكيده هدف اين مقاله تعيين حيطه هاي تحولات بنيادي مورد نياز نظام بانكي براي دستيابي به اهداف توسعه مي باشد. با توجه به مطالعات انجام شده، چهار حيطه، رسالت و اهداف، استراتژي ها و خط مشي ها، ساختار و وظايف و عوامل محيطي و گروه هاي ذينفع بعنوان بنيادي ترين زمينه هاي اين تحولات انتخاب گرديده است. فرضيه هاي لازم با توجه به چهار حيطه مذكور ساخته شد و اطلاعات لازم از طريق توزيع پرسشنامه در ميان 60 از فنون مختلف آمار ،SPSS نفر از صاحبنظران صنعت بانكي جمع آوري و براي تجزيه و تحليل با نرم افزار توصيفي و استنباطي استفاده شده است. نتايج نشان مي دهد، در وضعيت مطلوب بين دو حيطه استراتژي ها و خط مشي ها و عوامل محيطي و گروه هاي ذينفع اختلاف معنادار وجود ندارد. همچنين بدليل اينكه مقدار سطح معني داري تقريبي آزمون ويل كاكسون برابر با 525 / و بزرگتر از 05 / مي باشد اين دو حيطه در وضعيت مطلوب داراي رابطه خطي نيز مي باشند. از نظر پاسخ دهندگان در وضعيت موجود حاكميت سياست هاي دولت بر نظام بانكي در وضعيت موجود بسيار زياد و حيطه ساختار و وظايف بعنوان مهمترين اولويت در بين حيطه هاي ديگر مي باشد. در وضعيت مطلوب ميزان بكارگيري مديران مالي متخصص در بانك ها، ميزان بكارگيري فناوري هاي نوين مانند فناوري اطلاعات و ارتباطات و همچنين ميزان مشاركت نخبگان اقتصادي دانشگاهي در سياست گذاري هاي مختلف پولي و مالي نظام بانكي بايد بسيار زياد باشد. واژه هاي كليدي: مهندسي مجدد، چشم انداز، خط مشي، فرآيند، توسعه.

Abstract the goal of this paper isto determine the required fundamental changes areas of Iran banking industry for achieving national development. According to studies, the four areas of mission and goals, strategies and policies, structure, functions, and environmental factors and beneficiary groups have been chosen as a fundamental area of these changes. According to this four areas, necessary assumptions were made and the data was collected by questionnaire distribution among 60 experts of Iran banking industry. For interpreting the data we used SPSS software, various descriptive and inferential statistical techniques. The results show that in good condition, there is no significant differences between strategies and policies area and enviromental factors and beneficiary groups. They have also liner relationship in good condition, because the significant amount of wilcoxon test is /525 and more than /5. In this condition, the structure and task area is as the most important priority among anothers. According to the respondents, policies governing on banking system is vey high in current situation. In good condition, the use of financial management specialists in banks, new technologies such as information and communication technology and also the participation of economic elite of university in various money and finance policies should be quite more.
