تبيين و اولويت بندي موانع فراروي خصوصي سازي و مشاركت بخش خصوصي در توسعه ورزش

Explanation and Prioritization of Barriers to Privatization and Private Sector Participation in Sport Development

هدف از اين پژوهش، تبيين و اولويت بندي موانع فراروي خصوصي سازي ورزش در كشور ايران است. در اين پژوهش نخست با مرور مباني نظري، مطالعات تطبيقي و انجام مصاحبهعميق نيمه ساختاريافته با افراد خبره، اطلاعات تكميلي به منظور شناخت موانع فراروي خصوصي سازي ورزش، گردآوري، كدگذاري و تجزيه و تحليل شد. پس از شناسايي اين موانع، در قالب چهار دسته موانع اقتصادي، اجتماعي – فرهنگي، سياسي – حقوقي و مديريتي و چهل مولفه فرعي، متغيرهاي به دست آمده رتبه بندي شدند. به منظور رتبه بندي، ابتدا موانع چهارگانه با مراجعه به صاحب نظران دانشگاهي و از طريق تكنيك AHP رتبه بندي شد. سپس با استفاده از روش پژوهش توصيفي و سازوكارهاي آمار استنباطي، اين موانع و چهل مولفه آنها از طريق پرسشنامه محقق ساخته و با مراجعه به مديران اجرايي مورد رتبه بندي قرار گرفت. نتايج نشان داد كه موانع اصلي فراروي خصوصي سازي ورزش از منظر صاحب نظران دانشگاهي به ترتيب عبارت است از موانع مديريتي، فرهنگي – اجتماعي، سياسي – حقوقي و اقتصادي و از ديدگاه مديران اجرايي به ترتيب عبارت است از موانع مديريتي، فرهنگي – اجتماعي، اقتصادي و سياسي – حقوقي. از ديدگاه مديران اجرايي، رقابت غيرمستقيم دولت با بخش خصوصي، مقاومت مديران نسبت به كاهش تصدي دولت به سبب وابستگي-شان به بخش دولتي، فقدان امنيت سرمايه گذاري در كشور و استفاده دولت از ورزش به عنوان يك ابزار سياسي در زمره مهم ترين موانع مديريتي، فرهنگي – اجتماعي، اقتصادي و سياسي – حقوقي فراروي خصوصي سازي ورزش در كشور هستند.

The aim of this study was to explain and prioritize the barriers facing privatization of sports in Iran. First, complementary data were gathered, coded and analyzed through the review of the theoretical bases, comparative studies and deep semi–structured interviews with experts in order to identify the barriers facing privatization of sports. After identifying the barriers, the obtained variables were ranked in four categories of economic, social – cultural, political – legal, and managerial barriers and 40 components. First, the barriers were ranked using academic expertsʹ viewpoints and AHP method. Then, using descripitve research method and inferential statistics, they and their 40 components were ranked using the researcher-made questionnaire distributed among executive managers. The results showed that the main barriers facing sport privatization respectively were managerial, cultural - social, political – legal and economic from the viewpoints of the academic experts, and managerial, cultural - social, economic and political – legal according to the executive managersʹ viewpoints. From the perspectives of executive managerss, indirect competition of government with the private sector, managersʹ resistance to the reduction of governmentʹs operations due to their dependence on the public sector, the lack of investment security in Iran and the governmentʹs use of sport as a political tool were the most important managerial, cultural - social, economic and political – legal barriers facing privatization of sport in Iran.
