A Study of the National Infrastructure for Science and Research

در اين مقاله نظام علمي و پژوهشي كشور بررسي شده است. سخن از پژوهش و پژوهشگر و ارتباط مستقيم يا غير مستقيم آن با حركت علمي كشور است. بر اين مبنا يك ساختار هرمي ترسيم شده كه مبين نظام پژوهشي است. پژوهش نه به صورت امري مجزا و فردي, بلكه به صورت يك نظام هدفمند از سياستگذاري كلان تا نقش دانشگاه, مديريت حل يك مسيله علمي و ارزيابي نتايج را شامل مي‌شود. اين گونه نگرش ارتباط متقابل بين موسسات و افراد را در فرايند پيشرفت علمي كشور روشن مي‌سازد. بر اين اساس، در اين نوشته بر اصول موثر در برنامه‌ريزي علمي كشور تاكيد شده است. كه توزيع درست حركت علمي و افزايش آگاهي و انگيزه افراد را در بر مي گيرند و همچنين، بر ايجاد مركز مجازي ارتباطات علمي و پژوهشي در سطح ملي به عنوان يك راهكار كه داراي جهتگيريهاي لازم براي تحقق اصول مورد بحث است، تاكيد شده است.

This paper considers the national infrastructure for science and research affairs. The focus is on research, researcher and its direct or indirect relationship with the scientific movement by the country. Based on this, a pyramidal structure is depicted which clarifies the research system. Research is not viewed as an individualized task, but as a systematic process that involves a wide range of subjects like determination of national strategies, the role of universities, managing solution of a scientific problem and evaluation of the results. This view of the subject illuminates the way that the organizations and individuals should interact during the process of scientific development. Based on this view, some important principles are emphasized for the national scientific planning that can result in a balanced scientific motion and increased motivation and awareness of the individuals. As a solution which is based on these principles, formation of a national virtual center for scientific research interactions is recommended.
