بهره‌گيري از فرايند تحليل شبكه‌اي در اولويت‌بندي راهبردهاي موثر بر موفقيت صندوق بيمه محصولات كشاورزي: مطالعه موردي استان چهارمحال و بختياريا

Using the Analytic Network Process in Prioritizing the Strategies Affecting Success of Agricultural Insurance Fund: a Case Study of Chaharmahal-va-Bakhtiyari Province

با توجه به اهميت بيمه كشاورزي در كاهش مخاطره كشاورزان، ايجاد امنيت براي سرمايه‌گذاري و توليد در بخش كشاورزي و نيز ارتقاي سطح درآمد و كاهش نوسان هاي درآمدي بهره‌برداران، مطالعه حاضر به بررسي عوامل تاثيرگذار بر موفقيت صندوق بيمه محصولات كشاورزي و اولويت‌بندي راهبردهاي موثر بر آن مي پردازد. به‌منظور لحاظ كردن همزمان كليه عوامل موثر و اثرات آنها بر يكديگر، اولويت‌بندي بر اساس فرايند تحليل شبكه‌اي صورت مي گيرد. اطلاعات مورد نياز از طريق تكميل پرسشنامه از كارشناسان خبره بيمه محصولات كشاورزي استان چهارمحال و بختياري در سال 1391 گردآوري شده است. بر اساس نتايج به دست آمده، راهبردهاي پيشنهادي به‌ترتيب اولويت عبارت اند از: ارايه موارد بيمه‌اي جديدتر، برگزاري كلاس‌هاي ترويجي، بهره‌گيري بيشتر از فناوري اطلاعات، آموزش كاركنان، استفاده از روش‌هاي بيمه‌اي نوين، بهبود كمي و كيفي عمليات اجرايي بيمه، بهبود قوانين اساسي سازمان، ارايه بسته‌هاي بيمه‌اي و تنوع‌بخشي به منابع مالي.

Given the importance of agricultural insurance in reducing the farmersʹ risks and providing security for investment and production in the Agriculture Sector as well as its importance in improving farmersʹ incomes and reducing income volatilities, this study aims at investigating the factors affecting on success of Agricultural Insurance Fund and prioritizing the concerned effective strategies. In order to consider all factors and their effects on each other, the network analysis process (ANP) is used. The data were collected from agricultural insurance experts of Chaharmahal-va-Bakhtiyari province in 2012. Based on the results, the priorities of the proposed strategies are respectively suggested as follows: offering new insurance products, extension training, using the information technology, staff training, new methods of insurance, improving the quality and quantity of insurance operations, revising the organizational constitutions, offering insurance packages, and diversifying the funding sources.
