ارايه چارچوب نظري و طراحي الگو براي توسعه ورزش همگاني در ايران

Introdaction to The Theoretical Framework and Model Designing of Sport for All in Iran

هدف از تحقيق حاضر نگاه آسيب‌شناسانه به وضعيت ورزش همگاني در ايران و ارايه مدل است. جامعه آماري اين پژوهش را مديران فدراسيون ورزش همگاني، اعضاي شوراي راهبردي فدراسيون، انجمن‌هاي ورزشي تحت پوشش فدراسيون و هييت‌هاي ورزش همگاني استان‌ها تشكيل مي‌دهند. به منظور بهره‌برداري مناسب از ديدگاه‌هاي كارشناسي صاحب‌نظران و دست‌اندركاران پرسشنامه‌اي در قالب مفاد تهيه شده برنامه راهبردي براي جامعه هدف، مديران فدراسيون‌ها و انجمن‌هاي ورزشي، هييت‌هاي ورزشي استان و اعضاي شوراي راهبردي فدراسيون ارسال شد. مقياس پرسشنامه در طيف پنج سطحي ليكرت (كاملاً موافقم، موافقم، نظري ندارم، مخالفم و كاملاً مخالفم) طراحي شد. پس از بررسي و تجزيه و تحليل نتايج و طبق نگاه و رويكرد آسيب شناسانه، نقاط ضعف، قوت، فرصت‌ها و تهديدهاي ورزش همگاني شناسايي شد. پس از آن به تناسب نقش فرآيندهاي ورزش همگاني با ساير ورزش‌ها و ارتباط آن با مولفه‌هاي پشتيباني، مديريت و كنترل فرآيند و فرهنگ و ارزش‌هاي ديني، الگوي توسعه ورزش همگاني ايران با ساختار علمي مديريت ورزشي، ساختار فرآيندي و ارتباط با ساير ورزش‌ها و حلقه‌هاي مديريت كلان براي سياست‌گذاري و برنامه‌ريزي كلان و سطوح پشتيباني و اجرايي آن ارايه شده است.

The purpose of this research is to describe and diagnose Iran Sport For All status and to design a model. The population of the research includes: Sport For All Federation managers, its strategic Council members, its sub sport Associations and Sport For All provinces Units. TO benefit the experts and authoritiesʹ point of view effectively, a questionnaire within the framework of the federation strategic plan content was designed and sent to the target population including: different federations and associations managers, the provinces sports units and the federation strategic Council members. A five –level Likert scale (strongly agree /agree/ neutral/ disagree/ strongly disagree) was designed. After Investigating and analyzing the results; regarding a Pathological view and approach; Sport For All strong & weak points, treats and opportunities (SWOT) were recognized. Then considering the proportion of Sport For All processes role to the other sports and its relationship with procurement, management and processing control components and culture & religious values , Iran Sport For All developing model was designed noticing sport management scientific structure, processing structure and its relationship with other sports and macro management circles for macro policy-making, planning and procurement & executive levels.
