Security and development In the Informal Settlements: The Case of Qom

در دو دهه اخير، مسيله ايمني شهري و ضرورت كاهش ناهنجاري شهري، دغدغه مهم برنامه‌ريزان و مديران بوده است زيرا امنيت، زمينه‌ساز و بستر توسعه اقتصادي، اجتماعي و زيست محيطي است و خود نيز از اين عناصر تاثير مي‌پذيرد. نويسندگان در اين مقاله به شناخت شاخصه‌هاي توسعه پايدار شهري پرداخته و پس از آن ارتباط امنيت با مولفه‌هاي بالا را بررسي مي‌نمايند. محدوده مورد مطالعه شهر قم است و سكونت‌گاه‌هاي غيررسمي اين شهر به عنوان محلات مورد مطالعه بررسي مي‌گردد. روش تحقيق مورد استفاده توصيفي-تحليلي است و با استفاده از روش‌هاي سنجش توسعه پايداري، وضعيت پايداري در محلات حاشيه‌اي اين شهر مورد تحليل قرار گرفته و رتبه‌بندي گرديدند. در مرحله بعد با استفاده از رتبه‌بندي انجام شده ميزان امنيت در محلات از نظر ساكنان مشخص شدند. نتايج تحقيق حاكي از آن است كه در ميان سكونت‌گاه‌هاي غيررسمي شهر قم، محله يزدان شهر داراي پايداري به نسبت قوي هستند و شاخص امنيتي در اين محلات به نسبت رضايت ساكنان خوب ارزيابي گرديد. از طرفي محلات شادقلي خان و قلعه كامكار به عنوان محله ناپايدار شناخته شد. اين محلات و هم چنين محلات داراي پايداري ضعيف از وضعيت نابساماني به لحاظ امنيتي برخوردارند.

Urban safety and the need for reducing urban ills has been a major concern for planners and the managers in the recent past two decades. The reason for this is that while security underlies the basis of economic, social and the environmental development, it is in its turn influenced by such elements. The authors try to identify the characteristics of sustainable urban development and assess the relation between security and the above mentioned issues. Considering the city of Qom as a case study, the article concentrates on its informal settlements. Relying on a descriptive - analytical research method and using assessment methods for sustainable development, sustainability status in marginal areas of the city were studied and ranked. Using such rankings, the safety of local areas as noted by the residents was identified. The results show that among the Informal settlements in the city of Qom, Yazdan neighborhood is relatively more stable and security in this area is satisfactory according to its residents. On the other hand, districts like Shadqly Khan and Kamkar Ghale were recognized as unstable. These districts as well as areas of weak sustainability have confusing status In terms of security.
