ارايه الگوي مطلوب تدوين سياست‌‌هاي رسانه‌اي

Presenting an Appropriate Model for Formulating Media Policies

پشتوانه هر اقدام نرمي قدرت نرم است؛ به نحوي كه قدرت نرم و جنگ نرم لازم و ملزوم يكديگرند. جمهوري اسلامي‌ايران داراي پايگاه قدرت نرمي ‌است كه پايه‌هاي آن تشكيل شده از رهبري، فرهنگ و هويت ايراني و اسلامي، توده‌هاي مردمي ‌كه قابليت انسجام و بسيج بالايي دارند. دين اسلام به عنوان پشتوانه نظري، معنابخشي و هويتي به هرگونه اقدامي، نمادها و سمبل‌هاي ملي و اسلامي‌كه پيونددهنده با گذشته تاريخي ملت است و همچنين الگوهاي رفتاري ملموس و محسوسي از رهبران و پيشوايان كه به عنوان نقاط مرجع اجتماعي مي‌باشند. جمهوري اسلامي ‌با چنين پشتوانه قدرت نرمي‌در قرن بيستم عليه همه ‌اركان نظري و عملي غرب مدرن به تهاجم برخاست و غرب نيز به واكنش، پاسخ و در نهايت حمله پرداخته است. رسانه‌ها در تمام انواع ديداري، شنيداري، مكتوب و ديجيتال در خدمت چنين غرضي قرار گرفته‌اند. داشتن نظام رسانه‌اي قوي در گروي نظام مديريت سياست‌گذاري و همچنين روش و الگوي سياست‌گذاري صحيح است؛ لذا مسيله اصلي مقاله حاضر فقدان يك الگوي تدوين سياست (استراتژي) در سطح ملي در حوزه رسانه‌اي كشور است. روشي كه در مقاله مورد استفاده قرار گرفته در زمينه جمع‌آوري اطلاعات از مطالعات اسنادي و كتابخانه‌اي و مصاحبه با خبرگان و در زمينه تحليل اطلاعات از تحليل منطقي و تحليل ثانويه استفاده شده است.

Every political soft action needs to be supported by soft power thus the soft power and the soft war complement each other perfectly. The Islamic republic of Iran has its soft power bases including: Leadership, Iranian and Islamic culture and identity as well as the public which hasthe greatcapability to be integrated and mobilized. Islam as a theatrical and identical backing of every action and symbols can be a link for Iranian historical in addition the behavioral patterns of Islamic leaders and Imams can be as a good reference for our society. The Islamic republic of Iran with its powerful soft power in the 20centry stood against all of the theoretical and practical elements of the West however the West made a response by some actions, responses and rushes against Iran ; although western mediapursued and supported the governmentintentions. Having a powerful media system would require having suitable policy making management system as well as the appropriate political method and pattern. The main issue of this paper is to identify that there is no nationally pattern for codifying the strategic policy for domestic media. The method which has been used in this article is based on documentary studied and interview with experts; although we have used the logical and secondary analysis for analyzing the data.
