بررسي رابطه واپايش مديريتي و اجرايي نمودن تدابيرمقام معظم رهبري (مدظله‌العالي) در سازمان‌هاي امنيتي

Examining the relationship between management control and implementation of the Islamic Republic of Iranʹʹs Supreme Leader’s measures in the security organizations

تدابير مقام معظم رهبري(مدظله‌العالي) در سازمانهاي امنيتي را مي توان راهبرد اصلي اين سازمانها در دستيابي به بالاترين سطح تامين امنيت نظام اسلامي برشمرد. يكي از راههاي تسهيل كننده اجرايي شدن اين تدابير بهره‌گيري از توان مديريت در اين سازمانهاست و يكي از اصلي ترين اين تدابير اعمال نقش واپايشي مديريت براي اجرايي شدن تدابير معظم له است. مطالعه حاضر براي اثبات اين فرضيه كه بين واپايش مديريتي و اجراي تدابير مقام معظم رهبري (مدظله‌العالي) در سازمانهاي امنيتي رابطه معناداري وجود دارد از نظريه واپايش استونر و فريمن و نظريه اجراي راهبرد فرد ديويد به عنوان چارچوب نظري تحقيق بهره گرفته است تا با انجام پژوهشي پيمايشي با استفاده از يك پرسشنامه محقق‌ساخته 32 سيوالي به بررسي نظرات 80 نفر از كارشناسان امنيتي بپردازد. نتيجه حاصل از بررسي داده‌ها با استفاده از آزمون آماري اسپيرمن اين بود كه بين واپايش مديريتي و اجرايي شدن تدابير مقام معظم رهبري(مدظله‌العالي) در سطح معني‌داري 99 درصد، همبستگي 76/0 برقرار است؛ به‌عبارتي رابطه بسيار خوب بين واپايش مديريتي و اجرايي شدن تدابير مقام معظم رهبري(مدظله‌العالي) وجود دارد و به واسطه ارتباط مثبت دو متغير، با افزايش واپايش در مولفه‌هاي تعيين استاندارد، انجام عملكرد، تشخيص انحراف و اقدامات اصلاحي مي‌توان اجراي تدابير مقام معظم رهبري (مدظله‌العالي) را سرعت بخشيد.

Supreme Leader’s measures in the security organizations can be considered as the main strategy of these organizations in acquiring the highest level of security in Iran’s Islamic system. One of the ways of facilitating the implementation of these measures is the usage of management capability in these organizations; one major plan among them is the execution of management controlling role in the implementation of Supreme Leader’s measures. The present study to prove the hypothesis that there is a meaningful relation between managerial control and the implementation of Supreme Leader’s measures in the security organizations makes use of the Stoner and Freeman Control theory and Fred David strategy execution as the theoretical framework of the study to examine the opinions of 80 security experts using a questionnaire of 32 question. The results made by Spearman statistical test shows that there is a meaningful relation of 99% and correlation of 76% between managerial control and implementation of Supreme Leader’s measures in the security organizations. In other words, there is a strong relation between managerial control and implementation of Supreme Leader’s measures in the security organizations and because of the positive relation between these two variables, by increase the control on the component of determining standard, doing function, recognition of the digression and doing revisory actions, it is possible to accelerate Supreme Leader’s measures.
