امنيت جامعه‌اي به مثابه هسته حياتي امنيت ملي پايدار

Societal Safety as the Vital core of stable National Security

يكي از مولفههاي مغفول در امنيتپژوهي، وجه جامعهاي (Societal) و نوع پايدار امنيت ملي است. يك مسيله قابل درنگ و ارجمند در امنيتپژوهي اين است كه ارزشهاي اساسي امنيت ملي، چگونه پايدار مانده و از گزند روندهاي طبيعي يا ترفندهاي تعمدي، مصون ميمانند. از اين رو، تمركز روي دو مفهوم بسيار ضروري مينمايد؛ امنيت ملي پايدار و ركن جامعهاي امنيت ملي پايدار. مقصود از امنيت ملي پايدار اين است كه حكومت سياسي، از دغدغه بقا عبور كند و مرحله ثبات و دورانديشي را تجربه كند؛ انسجام اجتماعي دچار گسيختگي نشود و سرانجام اينكه تماميت ارضي يك كشور در معرض تجاوز خارجي و تجزيه داخلي قرار نگيرد. امنيت جامعهاي هم اين است كه گروههاي گوناگون اجتماعي مانند دانشگاهيان، كارگران، روحانيان و نظاميها، اول حيات و هويت خود را در معرض نابودي نبينند دوم د بتوانند هويت و مطالبات خود را به شيوهاي آشكار ابراز كنند. اكنون اين سوال قابل طرح است كه آيا ميتوان امنيت جامعهاي؛ يعني اطمينان خاطر گروههاي اجتماعي به حفظ حيات و ابراز هويت خود، را به مثابه هسته حياتي و كانون ثباتبخش امنيت ملي قلمداد كرد؟ مقاله حاضر به روش تفسيري درصدد آزمون اين فرضيه است كه «امنيت جامعهاي» به دليل دربرگيري دغدغههاي فرافردي و فرامادي، ميتواند مولفه اساسي و برپاي دارنده امنيت ملي باشد».

A neglected component in security studies is the societal dimension of security and the stable national security type. A significant issue in Security Studies is how the Fundamental values of national security have remained stable and will be protected from the harms of natural processes or intentional tricks. Therefore, it seems Essential to focus on two concepts: stable national security and its societal pillar. The purpose of stable national security is that Political governance overcomes the concern for survival and experience a phase of stability and foresight; Social cohesion does not fail; and finally that the territorial integrity of a country is not subjected to foreign invasion and internal disintegration. The societal security means that different social groups such as academics, workers, clergy and military, thinks that first their identity and life is in danger and second that they express their identity and aspirations in a clear way. The question is that can a social security, i.e., the assurance of social groups to maintain their own identity and life, be considered as the vital Core and the stabilizing center of national security? Applying an interpretive approach, this article tries to test the hypothesis that "Social security" due to the inclusion of extra-individual and non-material concerns is an essential and enduring element of national security.
