تجزيه و تحليل بازار بورس برق و ارايه راهكارهايي براي توسعه اين بازار در ايران

Analysis and improvement of Market Power in Iran

چكيده: صنعت برق يكي از صنايع بنيادي و استراتژيك كشور، نيروي مولد و محركه بسياري از صنايع ديگر مي‌باشد. به همين دليل جذابيت‌هاي زيادي براي بخش خصوصي دارد. از آنجا كه اجراي صحيح و كامل سياست‌هاي خصوصي‌سازي در صنعت برق مستلزم فراهم‌سازي بستر و شرايط مناسب است، لذا ضرورت دارد مطالعاتي در زمينه توسعه بازار بورس برق بعنوان يكي از اركان اصلي خصوصي‌سازي صورت پذيرد. در اين راستا مطالعه حاضر وضعيت بازار بورس برق را مورد تجزيه و تحليل قرار داده است و ضمن مقايسه بازار بورس برق ايران با بازارهاي بورس چند كشور، راهكارهايي براي توسعه اين بازار در ايران ارايه داده است. نتيجه پژوهش حاضرگوياي اين واقعيت است كه بخش توليد كه در انحصار دولت مي باشد، توان پاسخ گويي به نياز جامعه با قيمت مناسب و پايين را ندارد. از طرفي، تجزيه و تحليل داده‌هاي اين پژوهش نشان مي‌دهد كه بهره‌وري صنعت برق پايين‌تر از حد انتظار است. لذا براي بهبود بهره‌وري پيشنهاد مي‌شود كه به خصوصي‌سازي صنعت و توسعه بورس برق اهميت داده شود و ايجاد بستر مناسب براي توسعه بازار بورس برق ايران مورد توجه قرار گيرد. واژه‌هاي كليدي: بورس برق، صنعت برق، تجديدساختار، بازار برق

Abstract: Power industry is a fundamental and strategic industrial sector and acts as a true driving force and generator for many other industries. This sector, therefore, represents great attraction for the privatization purposes. Since the implementation of correct and complete privatization polices involves providing accurate and complete context, therefore, it is vital to study the electricity stock market as one of the main pillars of privatization. In this regard, the present study has analyzed the status of the electricity market by comparing the Iranian electricity stock market with the stock markets of many countries and has provided guide lines for the development of this market in Iran. The results of this study indicate that the manufacturing sector which is under government monopoly has not ability to respond to community needs with low price. On the other hand, the results of this research indicate that the productivity of power industry is lower than expected. Therefore, to improving the productivity of power industry, it is important to pay attention to the privatization and development of electricity stock market and implementation of suitable context for the development of Iranian power stock market
