The Role of People’s Basij in Cyber Defense and Its Effect on the National Security of the Islamic Republic of Iran

جمع‌بندي حاصل از نظرات كارشناسان مربوط و يك دهه تجربه محقق در فضاي مجازي و بسيج مردمي، گوياي آن است كه با به كارگيري توان بسيج مردم در پدافند سايبري و فضاي مجازي، مي‌‌توان بر امنيت ملي تاثير گذاشت؛ اما چگونگي اين تاثير، نياز به پژوهشهايي دارد كه تلاش محقق در اين مقاله در راستاي آن است. در اين مقاله با بحث روي بسيج مردمي، پدافند سايبري و امنيت ملي به عنوان سه متغيّر موضوع مقاله، شاخصه‌هاي هر يك از اين متغيّر‌ها از جمع‌بندي نظرات كارشناسان و گردآوري ميداني داده‌ها و مشاهدات و تجربيات نويسنده، احصا شده و داده‌هاي گرد آوري شده مورد تجزيه و تحليل قرار گرفتند. نتايج تحقيق نشان مي‌‌دهد كه بر اساسِ تغييرِ مناسب در راستاي تقويت شاخصه‌هاي احصا شده، مي‌‌توان با بهره‌گيري از توان بسيج مردمي و فنون پدافندسايبري در جهت ارتقاي سطح امنيت ملي گامهاي موثري برداشت. در پايان كار، با توجه به تجزيه و تحليل داده‌ها، مشاهدات محقق و نظرات متخصصان امر، يافته‌ها و نتايج به دست آمده از تحقيق ارايه شده است.

The sum-up of the views expressed by the experts concerned and the author’s experience for a decade in cyberspace and the people’s Basij reveals that one can influence national security by employing Basij’s capacity in cyberspace and cyber defence. But, figuring out how this influence is carried out requires carrying out researches that is what the author tries in this article. Arguing about people’s Basij, cyber defense, and national security as three variables, this article enumerates the indicators in each variable by considering the views expressed by experts, and making a field collection of the data, as well as the author’s experiences and observations, and analyzes the data collected.The results of the research shows that one can take effective steps by employing the Basij’s capacity and the cyber defense techniques in order to raise the national security level via generating a suitable change for developing the indicators enumerated. Finally, the findings achieved by this research have been provided by considering the data analyzed, the author’s observations, and the views expressed by the scholars specialized in this field.
