Role of Baseej in maintaining and strengthening the institutional nature of IRGC

«نهاد» در حوزه نظري، در برابر «سازمان» آمده و ساختاري است با هدف افزايش بازدهي و كارايي، انطباق‌پذير و با بُعد ارزشي بسيار قوي، كه نه تنها به خاطر خدمات و كالاهايي كه ارايه مي‌كند داراي شخصيت ممتاز و ارزشمندي است، بلكه اعضاي آن زندگي خود را متّكي به آن مي‌دانند و هر گونه تغيير در آن يا از ميان رفتن آن، اثراتي بر روي اعضاي نهاد و كل جامعه دارد. مقام معظم رهبري با احاطه كامل بر شرايط جامعه و آگاهي از قابليتهاي سپاه و گذشته آن، تاكيد دارند كه «مسيله نهادي بودن سپاه را بيش از سازماني بودن آن ببينيد ... و اين حالت را حفظ كنيد». حفظ ماهيت نهادي سپاه نيازمند مطالعات و اقدامات زيادي است. آنچه در اين مطالعه بررسي شده، نقش بسيج به عنوان يك نهاد برآمده از انقلاب و مرتبط با سپاه، در حفظ و تقويت ماهيت نهادي سپاه است. براي پاسخگويي به مسيله، با روش توصيفي- تبييني و استفاده از اسناد، مطالعات تخصصي و كتابخانه‌اي، اطلاعات مورد نياز گردآوري و به شيوه تحليل كيفي، بررسي و تجزيه و تحليل شد. بدين منظور بر اساس رهنمودهاي امام راحل(ره)و مقام معظم رهبري درباره سپاه و شاخصهاي ده‌گانه دين‌محوري، ولايت‌مداري، ارزش‌مداري، مردم‌گرايي، خودباوري، پويايي، نوگرايي، استمرار، انعطاف‌پذيري و فرهنگ خاص سازماني، ماهيت نهادي سپاه تعريف و سپس مطابق نيازمندي‌هاي سپاه براي حفظ و تقويت آن، نقش بسيج در سه زمينه اعتقادي، فرهنگي، ساختاري و مديريتي تبيين شده است.

Theoretically, institution comes to mean different from organization. It is a structure aimed to increase performance and efficiency, with high flexibility and very strong value- based aspect that is highly respected not only for what it offers but also because its members consider its existence a vital need and any change or defect in it has various impacts in its members and the society as a hole. The highly esteemed leader of Iran- with a comprehensive knowledge of the current conditions of society and also IRGC’s potential and its history- emphasizes on this point: regard Sepah more an institution than an organization ….and mention this view. Maintaining the above mentioned status require various measures and studies. What is discussed here relates to the role of Baseej as a revolution- based institution affiliated with IRSC, in this regard. To provide a descriptive- analytical answer, based on documents and specific studies, the required data were gathered and qualitatively analyzed. At first by the ten basic indicators (including: religion, Velayat, values, people, self- esteem, dynamics, creativity, endurance, flexibility, and specific organizational culture) and on the basis of Imam Khomeini (RA) and his sayings about IRGC, the institutional nature of Sepah was defined and then according to IRGC’s requirements in three defined areas of ideology and culture, structure and management, the role of Baseej in each area was explained.
