تدوين راهبردهاي اشتغال و كارآفريني با استفاده از رويكرد تجزيه و تحليل محيطي

Developing strategies for employment and entrepreneurship using environmental analysis method

پژوهش حاضر با هدف تدوين راهبرد اشتغال و كارآفريني بسيج، با استفاده از رويكرد تجزيه و تحليل محيطي انجام شده است. روش تحقيق مورد استفاده در اين پژوهش از نظر هدف، توصيفي؛ از نظر نتيجه، كاربردي و از نظر نوع داده، كمّي بوده است. جامعه آماري تحقيق، متشكّل از تمام مديران، كارشناسان و خبرگان صاحب‌نظر در زمينه اشتغال، كارآفريني و موضوعات مربوط به آن در سازمان بسيج است كه تعداد آنها بالغ بر 70 نفر برآورد و نظرات جامعه به صورت تمام‌شماري مطالعه و بررسي شد. همچنين با توجه به اينكه در پژوهش، تحليل موقعيت راهبردي سازمان بسيج در حوزه اشتغال و كارآفريني مدّ نظر بوده است، لذا براي تجزيه و تحليل داده‌ها از روش SWOT بهره برده شد و در نهايت، نمودار تعيين موقعيت و اقدام راهبردي (SPACE) ترسيم شد. بر اساس نتايج پژوهش، منطقه فعلي عملكردي بسيج در حوزه اشتغال و كارآفريني، «محافظه‌كارانه» و در آينده، «تهاجمي» خواهد بود. همچنين شاخص با كسب ميانگين 8 به عنوان مهم‌ترين ضعف؛ شاخص «فراهم آوردن زمينه‌هاي اشتغال براي جوانان كشور» با كسب ميانگين 33/8 به عنوان مهم‌ترين فرصت و شاخص «امكان تامين منابع مالي مورد نياز براي ايجاد شغل از طريق موسسه مالي و اعتباري مهر» با كسب ميانگين 11/8 به عنوان مهم‌ترين قوّت شناسايي شد.

The present study was aimed to help in developing a strategy for employment and entrepreneurship of Baseej using the environmental analysis method. The research methodology was, in terms of goal, descriptive, in terms of result, implicational and in terms of data, quantitative. The studied population included all managers and experts in employment, entrepreneurship and related issues in Baseej organization (nearly 70 people) whose opinion were totally counted. Also, since the aim of this study was to analyze the strategic status of Baseej organization in employment and entrepreneurship, we used SWOT method to analyze the data in order to achieve a SPACE graph as the final result. The results revealed that the current functional status of Baseej in this area was “conservative”. Although, it will be “invasive” in the future, the most important threat was “paling of values in Baseej”. With an average of 8.11 points; the most significant weakness was “lack of data bank of job seeking Baseej members” with an average of 8 points; the most important opportunity was”paving the ground for employment of the youth “with an average of 8.33 points, and the most significant strength was ”possibility of providing financial resources for creating new jobs through Mehr financial and credit institute” with an average of 8.11 points.
