بايسته‌ها و الزامات عام موثر بر تدوين الگوي اسلامي- ايراني پيشرفت

An Assessment of the Dimensions and Parameters of the Country’s Cultural Development within the Framework of the Iranian-Islamic model of progress

تدوين الگوي اسلامي- ايراني پيشرفت به عنوان الگويي بومي و منطبق با فرهنگ اسلامي ايراني، مدتي است كه به عنوان يك دغدغه اساسي، مورد توجه انديشمندان كشور قرار گرفته است. تدوين اين الگو، بي‌شك نيازمند رعايت بايسته‌ها و الزاماتي است كه بدون توجه به آنها، فرايند تدوين الگو به نتيجه مطلوب رهنمون نخواهد شد. بر اين اساس در مقاله حاضر، بايسته‌ها و الزامات موثر بر تدوين الگو به دو دسته كلي عام و خاص تقسيم شده است. مقصود از بايسته‌ها و الزامات عام، مواردي است كه در تمام حوزه‌هاي تدوين الگو، توجه به آنها ضروري است و در واقع از عموميت برخوردار مي‌باشند. بر اين اساس اولين مولفه عام مورد بحث در مقاله، «فرهنگ و مديريت فرهنگي» است؛ در مديريت فرهنگي، اساس مديريت بر مبناي توجه به فرهنگ است و هدف نهايي هر نوع تغيير و تحولي، بهبود كيفي نظام اعتقادات، باورها و ارزشهاي متعلق به فرهنگ آن جامعه است. از آنجا كه انسان براي رسيدن به رشد و پيشرفت، نيازمند در اختيار داشتن شناخت دقيقي از خود است، دومين مولفه مورد مطالعه، «هويت؛ شناخت، بازسازي و تقويت آن» است. سومين مولفه مورد مطالعه، «استقلال و استقلال‌طلبي» است كه مي‌توان از آن به خوداتكايي نيز تعبير نمود. چهارمين مولفه مورد مطالعه، «توليد علم» مي‌باشد كه در آن راههاي رسيدن به دانش بومي مورد بررسي قرار گرفته است و پنجمين مولفه نيز «عدالت» مي‌باشد كه به تبيين جايگاه و نسبت آن با الگوي پيشرفت، پرداخته شده است.

Achieving an optimal model of progress requires that a change take place in areas related to thought in three fields, namely anthropology, epistemology; and ontology. It follows that this should be considered as well in determining and explaining the different areas of the Iranian-Islamic model of progress because transition from the status quo to an optimal one is what is meant by modeling. It is exactly at this point where different groups and thoughts are invariably trying to create a status based on value-based concepts by producing images of the optimal status so it can be a drive for those addressed in that direction. Having conceptualized and understood the dimensions of the Iranian-Islamic model of progress, this article studies the concept of culture and also studies and criticizes the cultural indicators presented by UNESCO and used in the United States to determine the cultural indicators and explain the implications that can have an effect on designing them. Using the general and specific characteristics intended for an indicator, the cultural indicators defined by the country’s Supreme Council of Cultural Revolution, were assessed within the framework of the Iranian-Islamic model of progress, with the defects in each being described. The assessments showed that disregarding spirituality as a key dimension in the area of cultural development and culture constitutes as the most important defect involved in the aspects defined by Supreme Council of Cultural Revolution. The other defects detected were immeasurability and generality of a few of the aspects and parameters.
