A Conflict of Contradictory Approaches in the Evolution of Arab’s World and Iran’s Security

رويكردهاي متعارض كشورهاي منطقه‏اي و فرامنطقه‏اي در ارتباط با تحولات عرب را چگونه مي‏توان تيوريزه نمود؟ اين تحولات در چه ابعادي و چگونه بر امنيت جمهوري اسلامي تاثير خواهد گذاشت؟ اين‏ها مهم‏ترين سوالاتي هستند كه مقاله حاضر در پي پاسخ‏گوي به آنهاست. واقعيت آنست كه تحولات جهان عرب زمينه را براي رقابت‏ بين بازيگران منطقه‏اي و فرامنطقه‏اي مهيا نموده است. ايران، تركيه و عربستان سعودي به عنوان مهم‏ترين بازيگران منطقه‏اي و آمريكا، روسيه و چين به عنوان مهم‏ترين بازيگران فرامنطقه‏اي در پي تاثيرگذاري بر روند تحولات موجود در راستاي ايجاد نظمي جديد و يا حداقل عدم تغيير نظم كنوني به ضرر خود هستند. هرچند هر كشوري بنا به ملاحظات و منافع خاص خود سياست ويژه‏اي را نسبت به تحولات جهان عرب و تك‏تك كشورهاي عربي اتخاذ نموده است، اما به شكلي كلي مي‏توان با تبين رقابت‏هاي موجود در قالب مفهوم «نظم منطقه‏اي» از دو جريان كلي صحبت نمود. جرياني كه مخالف تغيير منطقه به سوي ايده‏ها و ارزش‏هاي آمريكايي در قالب دموكراسي‏هاي تركيه‏محور است و از آن مي‏توان تحت عنوان جريان مقاومت نام برد. در اين جريان كشوري همچون ايران قرار دارد كه خود ارايه‏دهنده نظمي متفاوت بر اساس نظم اسلامي و ضدغربي است. در مقابل جريان ديگري قرار دارد كه در پي تغيير مسير تحولات جهان عرب به سوي نظم غربي در چارچوب دموكراسي‏هاي تركيه‏محور است و از آن مي‏توان تحت عنوان جريان تغييرات نام برد.

How can we theorize the contradictory approaches between regional and trans-regional countries in relation to Arab’s evolution? In what dimension and how would these evolutions affect Iran’s security? These are the basic questions that the present article is going to enumerate them. In fact, Arab world evolutions have paved the way for a competition between regional and trans-regional players. Iran, Turkey, and Saudi Arabia as the most critical regional actors and America, Russia, and China as the most significant trans-regional players are trying to affect the procedure of the current evolutions in favor of the formation of a new order or at least not changing the current discipline to the detriment of these countries. Although every country based on its specific concerns and benefits, adopts a special policy toward Arab world evolutions and every single Arabic country, but we can generally talk about two main currents with an exposition to the current competitions in the form of the concept of “Regional Order”. First current is against the change of region toward American ideas and values in the form of Turkish-based democracies, that we can call it Resistance Current. In this movement there exists a country named Iran that provides a different order based on Islamic and anti-west order. On the contrary, there is another current trying to change the Arab World evolutions toward a western order in the framework of Turkish-based democracies which is called the Current of Changes.
