Analyzing and Designing a Proper Structure for Iran’s Science and Technology Parks

ساختار سازماني به عنوان بستر عملياتي برنامه ها و راهبردهاي سازمان، رابطه بين كاركنان يا عوامل اجراي كار را تبيين م يكند. سازما نها به موازات تغيير در ساير عناصر تحول مي بايست به تغيير در ساختار سازماني خود نيز توجه نمايند. پار كهاي علم و فناوري ايران نيز به عنوان مراكزي كه به دنبال ترويج نوآوري در يك جامعه ملي و محلي هستند، نيازمند ساختاري متناسب با رسالت، اهداف و وظايف و فعاليت هاي محوري خود مي باشند. در اين مقاله، ضمن مروري بر مفاهيم ساختار و ابعاد ساختاري و محتوايي آن و نيز معرفي پارك هاي علم و فناوري به عنوان يك ساز و كار توسعه اي، به منظور دستيابي به ساختار مناسب پار كهاي علم و فناوري كشور، ابتدا فعاليت هاي محوري پار كها در قالب بررسي ماموريت و اهداف آنها، مطالعه تطبيقي ساختار و تش يكلات اجرايي 12 پارك علم و فناوري كشورهاي پيشرو و نيز استفاده از نظرات مديران و خبرگان پار كهاي علم و فناوري استخراج گرديد. سپس الگوي مفهومي ساختار سازماني پار كها مبتني بر مطالعه تطبيقي و ادبيات ساختار سازماني و نيز بررسي چالش هاي ساختار سازماني موجود پار كها تدوين گرديد. در پايان با استفاده از نظرسنجي و مصاحبه با خبرگان و مديران برخي از پار كهاي علم و فناوري كشور، ساختار مناسب پيشنهادي و نيز پيشنهادهاي لازم به مديران و محققان آينده ارايه گرديده است.

Organizational structure as an operational context for organization’s plans and strategies clarifies the relationship among employees or executives. Along with changing in the other components of transformation, organizations must consider changing their organizational structure. Iran’s Science and Technology Parks as centers for promopting innovation in a local and national society also need a structure appropriate to their mission, goals, tasks and fundamental activities. In this article, we review structure notion and its structural and content aspects and introduce Science and Technology Parks as developmental mechanisms. In order to achieve a proper structure for Iran’s Science and Technology Parks, we studied the Parks’ fundamental activities in their mission and goals statements and conduct a comparative study of the structure of 12 Science and Technology Parks of pioneer countries accompanied with acquiring the viewpoints of managers and experts of Science and Technology Parks. Then a conceptual model of organizational structure of Science and Technology Parks based on comparative studies and literature review in organizational structure and considering the challenge with current structure of Parks was developed. In the end, by interviewing managers and some of Iran’s Science and Technology Parks experts, the proper structure is presented and necessary suggestions to managers and future researchers are explained.
