Policymaking of Higher Education Quality in World and Iran

هدف: آموزش عالي در دو دهه گذشته، به عنوان نقطه كانوني تضمين‌كننده پيشرفت جامعه در ساير زمينه‌ها، مورد توجه واقع شده است. تحولات جديد به خصوص ظهور اقتصاد دانش‌بنيان، موجب شده تا ارتقاي كيفيت، در اولويت سياستگذاري آموزش عالي قرار گيرد. در اين راستا، ابزارهاي سياستگذاري كيفيت براي حفظ و ارتقاي كيفيت نظام آموزش عالي ارايه شده است. اين مقاله به بررسي ابزارهاي سياستگذاري كيفيت آموزش عالي در جهان و ايران مي‌پردازد. از جنبه سياستگذاري عمومي در جهان و طبق نظريه سرمايه انساني، كيفيت آموزش عالي معادل با سطح دانش و مهارت كسب شده به وسيله دانشجويان است. روش: روش تحقيق، تحليل محتوا است كه با استفاده از آن، ابزارهاي سياستگذاري كيفيت آموزشي در ايران با تحليل محتواي بيانات مقام معظم رهبري، مصوّبات شوراي عالي انقلاب فرهنگي، مجلس شوراي اسلامي، مجمع تشخيص مصلحت نظام و نقشه جامع علمي كشور تحليل شده است. يافته ها: نتايج پژوهش نشان مي‌دهدكه در نظام سياستگذاري آموزش عالي ايران، موضوعات مرتبط با كيفيت مورد بررسي و تاكيد واقع شده است، اما ابزار نظارت دولت در قالب قوانين و مقررات به عنوان ابزار سياستگذاري كيفيت مورد استفاده قرار مي‌گيرد. نتيجه‌گيري: مقدمه سياستگذاري كيفيت آموزش عالي، تبيين ماموريت دانشگاه به شيوه‌اي روشن، بدون ابهام و قابل درك است. سياستگذاري كيفيت در ايران بايد متناسب با ماموريت دانشگاه و ابزار سياستگذاري متناسب با ميزان نقش دولت در سياستگذاري باشد. تا زماني كه تعريف مشخص و مدوّني از دانشگاه شامل ارزشها،‌ ماهيت و شاخصهاي تحقق ماموريت ارايه نشود، استفاده از ابزارهاي سياستگذاري كيفيت چندان مفيد نخواهد بود.

Objectives: Higher education in considered as a general process and a division of public section higher education has been considered as an important point in development of society. In resent two decades. Modern changes and particularly science based economy has changed the quality development as a priority in policymaking of higher education. The present survey attempts to study policymaking of higher education quality in world and Iran. In general policy making of the world and according to the theory of human investments the quality of higher education is equal to the knowledge and ability acquired by university students. Method: The method of the research is content analysis and analyzing the policymaking of higher education quality in Iran through supreme leaders speeches and articles of higher council of cultural revolution, Islamic parliament and expediency council and comprehensive scientific plan of the country. Results: The results of the research indicate that in policymaking of higher education quality in Iran the topics related to quality are studied and confirmed but government monitoring and observation through regulations and rules as policy making tools are used. Conclusion: The pre-needs of policymaking of higher education quality are declaration of university missions in a clear and understandable way and with no ambiguity. The policies in quality in Iran should be in accordance with university missions and the tools must be in accordance with government rule in policy making. Policy making in Iranian universities requires a comprehensive definition including values, origins and indications.
