جايگاه توسعه فناوري‌هاي جديد در جرايم حوزه تلفن همراه

The position of development of new technologies in the field of mobile crime

ميزان جرايم در حوزه تلفن همراه رو به افزايش است. فناوري‌هاي جديد در حوزه تلفن همراه و بخصوص كاربردهاي فناوري اطلاعات شرايطي را بوجود آورده‏اند كه دامنه اعمال مجرمانه افزايش يابد. فناوري‌هاي جديد ارتباطي، سخت افزاري و نرم افزاري در حوزه تلفن همراه با سرعت زيادي در حال توسعه مي‏باشند و فرصتهاي بي شماري را براي عمليات خوب و بد در اختيار كاربران قرار داده‏اند. كاربران صرفنظر از شغلي كه دارند، بر حسب انگيزه، علاقه و اهداف خود، قادر مي‏باشند كه با استفاده از چندصد هزار نرم افزار كاربردي توليد شده براي تلفن همراه روشهاي جديدي را در امور زندگي، كار و تفريح خود تجربه كنند. سرعت توسعه فناوري در حوزه تلفن همراه باعث شده است تا فرصت فرهنگ سازي و آشنايي عموم مردم در استفاده مناسب از اين پديده براي مسيولين كشورها به اندازه كافي وجود نداشته باشد. به همين دليل مردم از طريق يكديگر و يا از طريق تجربه شخصي به بعضي از قابليتهاي مثبت و منفي تلفن همراه دست پيدا مي‏كنند و معمولا با جرايم اين حوزه نيز آشنا نيستند. در بعضي از كشورها مانند انگلستان واحدهاي مستقلي از پليس مسيوليت جرايم تلفن همراه را به عهده دارند، با توجه به افزايش جرايم حوزه تلفن همراه، پيش‏بيني مي‏شود كه در آينده ايجاد چنين واحدهايي در ساختار سازمانهاي پليسي ساير كشورهاي جهان نيز مورد توجه قرار گيرد. در ايران نيز مانند ساير كشورهاي جهان جرايم تلفن همراه رو به افزايش است. امروزه بيش از پنج ميليارد نفر از مردم جهان تلفن همراه در اختيار دارند كه از اين تعداد بيش از 50 ميليون تلفن در اختيار مردم ايران قرار دارد. امروزه تقريبا در تمامي اتفاقات مجرمانه، نقش تلفن همراه به عنوان يك ابزار جرم و يا كشف جرم در جهان مطرح است. پليس آگاهي بايد از توانمنديهاي تلفن همراه در كاربردهاي مثبت و منفي در دو حوزه پيشگيري جرايم و برخورد با جرايم آشنا باشد و با آموزش مردم به وظايف قانوني خود در اين زمينه عمل كند. سرعت توسعه تلفن همراه و افزايش قابليتهاي بيشمار آن در كنار محدوديتهايي كه سازمانهاي پليسي دارند، كار را براي پليس سخت كرده است، مجرمان در بسياري موارد توانمندي بيشتري، در استفاده از امكانات پيشرفته تلفن همراه، نسبت به پليس در انجام عمليات مجرمانه دارند. يافتن راهكارهايي كه بتواند توانمندي پليس را بيشتر از مجرمان در اين حوزه بنمايد مورد توجه سازمانهاي پليسي بوده است. در اين مقاله ضمن معرفي و بررسي جايگاه جرايم حوزه تلفن همراه به فناوريهاي موجود و در حال توسعه كه مي‏توانند در توسعه وقوع جرم و روشهاي پيشگيري و برخورد با آن موثر باشند پرداخته شده است. بطور مشخص به يكي از آخرين فناوري جديد تلفن همراه، تلفن همراه 4-اس، كه داراي قابليت‏هاي بسيار زيادي از ديد كاربران است پرداخته شده است.

New technologies, in the areas of mobile and especially IT applications have created conditions that increase the range of criminal acts. New communication technologies, hardware and software in ?eld of mobile phone are rapidly developing and have created countless opportunities for users to have good and bad actions. The rate of technologies development in mobile has led Opportunity to learn the culture and public people in the proper using from this phenomenon, there is not enough to exist for the country authorities. For this reason, people achieve to some of the positive and negative features of mobile from each other or through personal experience and they usually are not familiar with the crimes in this area. In some countries such as England, independent units of the police are responsible for mobile crimes. Due to the increasing mobile crimes, it anticipates that in future creation of such units in the structure of police organizations is also considered in other countries. Mobile crimes are increasing in Iran like the other countries in the world. Today, more than ?ve billion people worldwide have a mobile those more than 50 million mobiles in hands of the people of Iran. Today, almost all criminal incidents, the role of mobile as a tool in crime or a crime discovery is discuss in the world. Police should be aware of the capabilities of mobile applications in both positive and negative areas of crime prevention and champion with crime and with training people act to their legal duties in this ?eld. The rate of development mobile and enhance its countless features is hard to police beside of restrictions which police organizations have it. In many cases the criminals have ability more than police to use advanced features in mobiles criminal operations. Find ways to increase the ability of police more than the criminals in this area, it was concerned police organizations. In this paper, introducing and studying the role of mobile crimes and moreover be paid to developing technologies that can be effective in crime developing and methods of crime prevention and dealing with it. Speci?cally to one of the latest mobile technology, mobile 4-S, has been paid that it has the very much capabilities of the user’s perspective.
