تحليل اثرات اقتصادي و رفاهي تشكيل بازار آب آبياري در استان قزوين

Analysis of the Economic and Welfare Impacts of Establishment Irrigation Water Market in Qazvin Province

بازار آب به عنوان ابزاري اقتصادي سبب توسعه ي تمركززدايي و تخصيص بهينه منابع آب بين مصرف كنندگان مي شود. به همين منظور، در مطالعه حاضر اثرات اقتصادي و رفاهي تشكيل بازار آب در استان قزوين مورد بررسي قرارگرفت و پتانسيل انتقال آب تحت شرايط كم آبي در سطح شهرستان‌هاي اين استان ارزيابي شد. براي نيل به اهداف فوق، از مدل برنامه‌ريزي رياضي مثبت (PMP) و توابع توليد منطقه‌اي محصولات كشاورزي (SWAP) استفاده شد. جهت دستيابي به نتايج كاربردي، تابع توليد با كشش جانشيني ثابت و تابع هزينه به شكل نمايي در مدل برنامه-ريزي رياضي مثبت گنجانده شد. داده هاي موردنياز مربوط به سال 91-1390 بود كه با مراجعه مستقيم به ادارات ذي‌ربط در استان قزوين جمع‌آوري شد. حل مدل در شش مرحله پياپي و در محيط نرم افزاري GAMS نسخه 9/23 صورت گرفت. پس از حل مدل، تغييرات سطح زيركشت محصولات آبي، سود ناخالص كشاورزان و نيروي كار مازاد در سطح منطقه اي و در دو حالت (وجود بازار آب و عدم وجود بازار آب) محاسبه شد. نتايج نشان داد كه با برقراري بازار آب در استان قزوين مجموع اراضي آبي 2/1 درصد، مجموع سود ناخالص كشاورزان 86/1 درصد و مجموع نيروي كار بكارگرفته‌شده در بخش كشاورزي 81/1 درصد افزايش مي‌يابد. در پايان، با توجه به نقش حمايتي و سازنده بازارهاي آب منطقه اي، مهياشدن زمينه و شرايط لازم براي برقراري و استفاده بهينه از مكانيسم اين نوع نهادها در استان قزوين پيشنهاد شد.

In the present study economic and welfare impacts of establishment irrigation water market in Qazvin province were analyzed and Irrigation water transfer potential under stress irrigation conditions in the cities of this province was assessed. To achieve the above objectives were used of Positive Mathematical Programming model and State Wide Agricultural Production functions. To achieve applied results, the production function with constant elasticity of substitution and cost function the exponential in Positive Mathematical Programming model was imported. The dates required for this research is related to crop year 2011-2012 that by referring to the relevant agencies in each of the city of Qazvin province were collected. The proposed model is solved in six successive stages in the software GAMS version 23/9 was used. After solving the model, amount changes in acreage of irrigated crops, farmerʹs gross profit and surplus labor at the regional level and in both cases (with water market existence and lack of water market) was calculated. The results showed that with establishment irrigation water market in Qazvin province, total irrigated lands 1/2 percent, total farmer’s gross profit 1/86 percent and total labor force employed in agriculture 1/8 percent increases. In the end, pay attention to supportive and constructive role of regional water markets provide necessary context and circumstances for the establishment and optimal use of the mechanism of this type of markets in Qazvin province recommended
