كاركردهاي بسيج در امنيت داخلي (با تاكيد بر كاركردهاي نرم افزاري)

The Functions of Basij in Internal Security

در حال حاضر پرداختن به امنيت در حوزه‌ها و قلمروهاي گوناگون، از بحث انگيزترين مباحث سياسي و استراتژيك به شمار مي‌آيد. عوامل، آرمان و مولّفه‌هاي دخيل در امنيت نيز از اهميت ويژه‌اي برخوردارند. تحوّلات شتابان اين حوزه نيز مانند حوزه‌هاي ديگر، پي در پي بحثهاي نويني را مطرح مي‌سازد كه جاي تامّل دارد. در ايران اسلامي، موضوع امنيت از يك سو از ويژگي‌هاي خاصي برخوردار است و از سوي ديگر ديدگاههاي متفاوتي را مطرح كرده است. در اين ميان، برخي از پديده‌ها مانند بسيج نيز كاركردهاي؛ ويژه‌اي را در اين حوزه به منصه ظهور كشانده‌اند. در اين نوشتار به دو سطح از اين كاركردها؛ يعني كاركردهاي سخت افزارانه و نرم افزارانه بسيج در حوزه امنيت داخلي مي‌پردازيم. چگونگي دخالت، مشاركت و درگيرشده بسيج را در اين سطوح از كاركردها پس از بحث مختصري در مفهوم امنيت و ماهيت بسيج، ارايه مي‌كنيم و تاكيد بيشتري را بر كاركردهاي نرم افزارانه بسيج در حوزه امنيت داخلي در سطح بازكردن برخي از روزنه‌هاي جديد خواهيم داشت.

Currently, addressing security in miscellaneous fields constitutes a most controversial strategic and political subject. Factors, ideals and parameters involved in security have a special importance. The fast going developments in this area as in other areas put forward increasingly novel subjects which are worth deliberating. In Islamic Iran, the subject of security, on the one hand, enjoys special characteristics. On the other, it has put forward different views. In the meantime, a few of the phenomena like Basij have caused new functions to appear in this area. This article addresses two levels of these functions, namely hardware and software functions of Basij in the area of internal security. After a brief discussion of the concept of security and the nature of Basij, it deals with how Basij can interfere, participate, and engage in these levels of functions, putting more emphasis on the software functions of Basij in internal security to the extent it can make a few new openings.
