Intelligent Power and the Strategy of Changing America’s Face in Obama’s Age

واژه قدرت هوشمند، بر اساس نشانه‌هاي معرفت شناسي كنشگر، نخستين بار در سال 2008 توسط «جان كالين» ارايه شد. وي درصدد برآمد تا نظريه قدرت نرم را ترميم و بازسازي كند. وي، قدرت هوشمند را ايده موثّر و تعيين‌ كننده‌اي در ارتباط با چگونگي درگير سازي جهاني آمريكا مي‌داند. جنگ آمريكا در عراق و پيامدهاي امنيتي آن، منجربه طرح رويكردهاي جديدي در رفتار استراتژيك ايالات متحده شده. نظريه پردازان قدرت هوشمند درصدد پيوند بين قدرت نرم و قدرت سخت مي‌باشند. آنان بر اين باورند كه كشوري همانند آمريكا براي ايفاي نقش جهاني، نيازمند آن است كه به اقدامات سازمان يافته براي دستيابي به هژموني دست بزند. آنچه باراك اوباما در چارچوب «سياست تغيير» درصدد پيگيري و تحقّق آن است را مي‌توان در قالب قدرت هوشمند مورد تحليل قرار داد. اين امر، ماهيت منحصر به فرد و چند بعدي داشته و از قابليتهايي برخوردار است كه امكان پيوند ابزارهاي ديپلماتيك، امنيتي و استراتژيك را فراهم مي‌سازد. هر يك از مولّفه‌ها و ابزارهاي ياد شده را مي‌توان از نشانه‌هاي قدرت و همچنين تاثيرگذاري استراتژيك دانست. در اين مقاله تلاش مي‌شود تا اولاً، مفهوم قدرت هوشمند ارايه شود؛ ثانياً، ادبيات قدرت هوشمند كه توسط نظريه پردازان مختلفي جمع آوري شده، تبيين شود. از سوي ديگر، كاركردهاي قدرت هوشمند نيز تبيين گردد، و آثار آن بر امنيت ملّي جمهوري اسلامي مورد بحث قرار گيرد.

The concept of intelligent power, on the basis of the signs of activist epistemology, was introduced initially by John Colin. He decided to repair and reconstruct the concept of soft power. He deems intelligent power an decisive idea in relation to how to engage America globally. American war in Iraq and it’s security implications resulted in new approaches in U.S. strategic behavior. The theorists of intelligent power seek to create a link between soft and hard power. They believe that a country like America needs to take organized actions to achieve hegemony in order to play a global role. The experience of Iraq showed that stability, equilibrium, and hegemony are not achievable through occupation, violence and extensive measures. What Barack Obama seeks to achieve within the ‘policy on change’ can be analyzed under intelligent power. This has a multidimensional and unique nature, having capabilities which make the link between strategic, security, and diplomatic means feasible. Each of the above-mentioned means and parameters can be considered as a sign of power, as well as of strategic effect. In situations where Americans use the paradigm of intelligent power to counter the international and regional countries, a more vast bulk of threats will be aimed at countries like Iran. In such circumstances, different countries of the world will face demonstrations of hidden conflict. It is risky and difficult to counter such signs and threats. However, an understanding of the signs of intelligent threat will make it possible to counter it. This article tries, firstly, to explain the concept of intelligent power; and secondly, to explain the literature of intelligent power collected by different theorists. On the other hand, it tries to explain the functions of intelligent power, and to discuss the impacts upon the national security of the Islamic Republic of Iran.
