Evaluation of the Operation of Tehran Interstate Road Transport Terminals

پايانه هاي مسافري برون شهري به عنوان مراكز تبديل سفرهاي برون شهري به درون شهري و بالعكس نقشي اساسي در حمل و نقل استان تهران ايفا مي كنند؛ به گونه اي كه سالانه ميليون ها نفر جهت جابه‌جايي از پايانه هاي اصلي استان تهران استفاده مي نمايند. از آن‌جاكه رشد سفرهاي برون شهري استان اجتناب‌ناپذير بوده و سياست هاي تكليفي نظير قانون توسعه حمل و نقل عمومي و مديريت مصرف سوخت نيز دولت را مكلف به سرمايه گذاري در اين بخش نموده‌اند، توجه بيش از پيش به پايانه ها جهت ارايه خدمات مناسب و كاهش هزينه هاي وارد به كل سيستم ضروري به‌نظر مي رسد. لذا در اين مقاله به تحليل عملكرد پايانه هاي مسافري استان تهران كه نقشي اساسي در حمل و نقل مسافران بين شهري دارند پرداخته و با تخمين تعداد مسافران در سال پايه و افق طرح، چگونگي عملكرد پايانه ها و ميزان فضاي زيربناي مورد نياز جهت عملكرد مناسب آنها برآورد مي شود.

Interstate road transport terminals play a key role in connecting urban and suburban networks to each other. Each year in Iran, millions of passengers use these facilities to commute from Tehran to different parts of the country. As the growth in suburban trips is inevitable and obligatory policies and acts such as the development of mass transit and management of fuel consumption have forced the government to invest in this area, more attention to this sector is a necessity. Accordingly, this paper aims to assess the operation of Tehran interstate road transport terminals and calculate the space required for proper infrastructure operations by estimating the number of passengers using the facilities in the base year and the design period. To do this, five main road transport terminals of Tehran were examined and after calculating the number of passengers using the facilities during peak hours, a terminal’s level of service was estimated with regards to the area allocated to each passenger. With regards to the number of passengers who use the facilities in the design period, the same estimate about level of service in is made as well. Furthermore, by comparing the current space available in the terminals with the area needed for the terminals to operate at the level of service C, the shortage of space in each road transport terminal is foreshown.
