بررسي تاثير عدم يكپارچگي و مديريت واحد بر ترافيك تهران بزرگ

A Review on the Effects of Lack of Integration and Management in Greater Tehran Traffic from the Views of Executives, Professionals

ترافيك يك مسيله بين‌بخشي است و تسهيل آن نياز به هماهنگي و همكاري همه دست‌اندركاران آن دارد. عدم يكپارچگي در مديريت كلان ترافيك شهر تهران سبب معضلات و احياناً دوباره‌كاري‌هايي مي‌شود كه كمترين ضرر آن از بين‌رفتن زمان شهروندان، بيت‌المال و افزايش مشكلاتي است كه كمابيش شاهد آن هستيم. اولين اقدام براي كاهش معضل ترافيك تهران ايجاد مديريت واحد است. عدم توزيع دقيق و درست وظايف و مسيوليت‌ها ميان بخش‌هاي مرتبط با ترافيك تهران موجب‌شده كه شهر با ترافيك آشفته مواجه باشد. اين مطالعه به‌صورت كيفي و در مراحل زير انجام پذيرفت :1- مرحله جمع‌آوري داده‌ها كه از طريق مصاحبه عميق با بيش از 800 نفر از كارشناسان و مديران، كاركنان اجرايي و مردم انجام پذيرفته است. 2- مرحله تحليل داده‌ها كه برحسب ساختار معنايي مطالعه انجام گرفته است. 3- تعيين متغيرهاي محوري 4- ارايه تيوري زمينه. يافته‌هاي تحقيقي اذعان مي‌دارد كه بيشتر از 85 درصد مديران ترافيك، ضرورت يكپارچگي در فرماندهي و مديريت ترافيك را در حد زياد و خيلي زياد و 50 درصد نيز تاثير عدم يكپارچگي فرماندهي در ترافيك را در حد بالا عنوان كرده اند. 63 درصد افسران و كاركنان اجرايي ترافيك نيز عنوان كرده اند كه يكپارچگي در فرماندهي ترافيك وجود ندارد. ايجاد ساختارهاي مناسب و پويا يكي از اساسي‌ترين گام‌ها مي‌باشد كه با اجراي طرح يكپارچه‌سازي مديريت ترافيك، مسيله ترافيك تحت مديريت و مسيوليت يكپارچه‌اي هم‌چون شورا قرار مي‌گيرد تا شاهد موازي‌كاري‌ها و تعدد تصميم‌گيري‌ها نباشيم. يكپارچگي مديريت و مسيوليت يكپارچه موجب شناسايي قوتها، ضعفها، فرصتها و تهديدات شرايط تصميم‌گيري و تصميم‌سازي براي اتخاذ اقدامات عملي لازم خواهد شد، ليكن ضعف‌ها، كمبودها، فشارها و تهديدات ناشي از عدم يكپارچگي فرماندهي و ضعف در تجميع و هدايت تلاشها، قانع‌كننده و رضايت‌بخش نبوده است.

Traffic is an inter-organizational issue and its facilitation needs the multi-sectoral coordination and cooperation of all stakeholders. Traffic in Tehran because of the lack of integration in management has caused problems such as the lost time of citizens and waste of the treasury. The first step is to reduce the traffic problems by establishing a single co-ordinate management system. Failure to distribute the tasks and responsibilities between the relevant departments of Tehran traffic has caused the city to face with the chaotic traffic and not to function properly. This research work was carried out an extensive data collection through in-depth interviews with more than 800 experts and managers, administrative staff and public. The key variables where determined. The findings of research work revealed that 85% of the traffic managers said that the need for integration of command and traffic control is at high; 50% said the lack of unity of command was the reason for the traffic. 63% of traffic officers and administrative staff believed that there is no integration of command in traffic. Appropriate structure and dynamic is one of the most important steps in the implementation of traffic managerial integration. The issue of traffic management and integration of responsibility to justify the Council and the frequency of decision-making control should be considered. Integration and management responsibilities would require identifying strengths, weaknesses, opportunities and threats in terms of decision making and decision making will be required to take action, but weaknesses, deficiencies, pressures and threats posed by the lack of integrity and poor leadership and guidance of integration efforts were not persuasive and satisfactory.
