Signs and Mechanism of Relational Action and World Culture in Globalization Process

موضوع مربوط به فرهنگ جهاني را مي‌توان در ادبيات سياسي عصر جهاني شدن مورد كاوش قرار داد. نظام سرمايه‌داري از قرن 18 تلاش قابل‌توجهي براي گسترش فرهنگ جهاني در راستاي اهداف اقتصادي و راهبردي خود به انجام رساند. چنين روندي به گونه‌اي تدريجي تكامل يافته و زمينه‌هاي لازم براي چندجانبه‌گرايي فرهنگي، هنجاري و نهادي را به وجود آورده است. روند تكامل فرهنگ جهاني نشان مي‌دهد كه در هر دوران از تحول تكنولوژيك شكل خاصي از نشانه‌هاي فرهنگي ظهور مي‌يابد. اين امر نشان مي‌دهد كه جهاني شدن را بايد فرايندي طولاني و بدون وقفه دانست. رويكردهاي مختلفي در ارتباط با جهاني شدن و فرايندهاي آن ارايه شده است. در اولين مرحله، امانويل والرشتاين «نظريه نظام جهاني» را در اوايل دهه 1970 تبيين نمود. از اين مقطع زماني به بعد رهيافتهاي ديگري توسط شولت، ديويد هلد، يوهان گالتونگ، مايكل بارنت، ويليام رابينسون و مري كلدور ارايه شد. در هر يك از اين رهيافت‌ها تلاش شده است تا شكل خاصي از فرهنگ كنش ارتباطي بازيگران در عصر جهاني شدن مورد ارزيابي تحليلي قرار گيرد. در اين مقاله تلاش مي‌شود تا از رهيافت تركيبي براي تبيين نشانه‌هاي فرهنگ جهاني استفاده شود. سوال اصلي مقاله آن است كه فرهنگ جهاني داراي چه نشانه‌ها و هنجارهايي مي‌باشد؟ فرضيه مقاله بر اين موضوع تاكيد دارد كه فرهنگ نظام جهاني تحت تاثير شاخص‌هاي فرهنگ تعاملي و سازوكارهاي كنش ارتباطي شكل گرفته و زمينه‌ لازم براي چندجانبه‌گرايي منطقه‌اي و بين‌المللي را فراهم آورده است.

The process of discourse building about globalization in post Union of Soviet Socialist Republics (USSR) era has increased. In this historical era, the signs of developing relational scope could be considered. Structural changes in international system indicates that international politics and economy became more flexible and various following the end of cold war. The new political, social and economic methods are influenced by relational technology and instruments. Overall, the third wave of technological transformation could be considered as stimulant factor of a process that is called globalization. The subject of world culture could be studied in contemporary political literature. Since eighteen century, capitalist system has attempted to develop global culture according to its economic and strategic goals. developing gradually, this process provided required grounds for cultural, normative and institutional multilateralism. The evolution process of global culture shows that in any period of technologic transformation, a particular form of cultural signs emerges. So globalization should be considered as a long and non-stop process. Different approaches about globalization and its process are presented. In the first stage, Imanuel Wallerstain put forward “World System Theory” in the early 1970. After this period, the other approaches by Scholt, David Held, Juhan Galtong, Michel Barent, Wiliam Rabinson and Mery Celdor have been presented. Each approaches tries to analyze a particular form of relational action ‘s culture of players in globalization era. This paper applyes a combined approach for explainin the signs of global culture. The main question of this article is, what signs and norms the global culture has? The hypothesis emphasizes on this point that world system’s culture has been formed under influence of interaction culture’s criteria and relational action’s mechanism, providing necessary grounds for regional and inter national multilateralism.
