شكل‌گيري بحران كُردستان و سازمان پيشمرگان‏ مسلمان كُرد

The Formation of the Kurdistan Crisis and the Organization for the Muslim Kurd Pishmargan

انقلاب اسلامي به رهبري امام خميني(ره) در ميان انقلابهاي قرن بيستم از حيث مشاركت وسيع مردم، بي‌سابقه بوده است. با وقوع بحران در كردستان و شكست سياست مصالحه، سياست امنيتي دولت مبني بر مردمي كردن امنيت شكل گرفت. از اين رو، مديريت بحران با اعتقاد به اين نكته كه برقراري امنيت و تحقق اهداف انقلاب اسلامي در گرو مشاركت فعال و گسترده مردم است، زمينه مشاركت فعالانه مردم را در مبارزه با شورش فراهم ساخت. «سازمان پيشمرگان‏ مسلمان كُرد»، تجلي اعتماد و حضور سازمان‌يافته مردم كردستان در مقابله با بحران كردستان است. در اين مقاله ضمن اشاره به بحران كردستان و سياست امنيتي جمهوري اسلامي ايران، نقش و كاركرد امنيتي سازمان پيشمرگان‏ مسلمان كُرد به عنوان يكي از مهم‌ترين تجربه‌هاي عملي جمهوري اسلامي ايران و مشاركت فعال مردم در عرصه مديريت بحرانهاي داخلي، مورد بررسي قرار مي‌گيرد.

The Islamic Republic of Iran led by Imam Khomeini has been quite unprecedented in regard to the publicʹs massive participation, among the revolutions that took place in the twentieth century. As the crisis broke out in Kurdistan and the policy of compromise failed, the state security policy based on making security public began to form. However, taking for granted that establishing security and meeting the objectives of the Islamic Republic hinges on a massive and active participation by the public, crisis management provided the ground for people’s active participation in countering insurgency. The Organization for the Muslim Kurd Pishmargan (Kurds who take the lead to die before one another) is the embodiment of an organized presence and trust on the part of the Kurdistan people. Giving an implicit indication of the Kurdistan crisis and IRIʹs security policy, this article studies the security function and role of the Organization for the Muslim Kurd Pishmargan as the most important practical experiences of the Islamic Republic of Iran, and the active public participation in internal crisis management.
