A Reexamination of Basijʹʹs Status in Managing the Government,Through a Systemic Approach

در هر مرحله‌اي از تحول و تكامل سازماني، به شكل خاصي از رهبري و مديريت نياز است. بقاي سازمانها در دوره‌هاي تاريخي متفاوت، به طور طبيعي حكايت از آن دارد كه رهبران سازمانها بايد ضمن شناخت صحيح شرايط حاكم، به اعمال مديريت مناسب با آن شرايط اقدام كنند. تحقق سند چشم انداز بيست ساله جمهوري اسلامي كه از جانب رهبر معظم انقلاب اسلامي به قواي سه گانه ابلاغ و در آن آباداني، استقلال و پيشرفت در تمامي امور براي ايران اسلامي ترسيم شده است، نيازمند مديريتي قوي و كارآمد مي‌باشد. در اين مقاله سعي شده تا با نگرش سيستمي، جايگاه بسيج و بسيجيان در استراتژي اداره نظام مقدس جمهوري اسلامي بررسي شده و نشان داده شود كه توسعه اين نهاد مردمي مي‌تواند رهيافتها و راهكارهاي اثربخشي را در ايجاد امنيت برتر، فراروي بشريت قرار دهد.

In each stage of organizational development and evolution, some specific form of leadership and management is needed. The survival of organizations in different historical periods naturally indicates that organizations should exercise a management function appropriate to the status quo, as well as knowing the present conditions. The materialization of IRIʹs 20 year perspective document, which has been communicated to the three armed services by the Supreme Leader of the Islamic Republic outlining the lines of development, independence and progress in all affairs for the Islamic Iran, requires a strong and effective management. This article tries to examine the status of Baseej and Baseejis in the strategy of managing the sacred regime of the Islamic Republic through a systemic approach, and to show that effective approaches and courses of action in developing a high-level security could be presented to humanity by developing this public institution.
