به‌كارگيري روش تحليل تصميم‌گيري چندمتغيره (الكتر) در رتبه‌بندي مناطق شهر اهواز

Application of" Multiple-Criteria Decision Making" Method (ELECTRE) for Ranking the Urban Districts of the City of Ahwaz

يكي از راه‌هاي دست‌يابي به توسعه متوازن شهري، توزيع عادلانه خدمات در مناطق مختلف شهر است. نابرابري در نحوه توزيع خدمات بر سازمان فضايي و هزينه‌هاي مديريت شهري تاثير زيادي دارد. آمايش و سامان‌دهي فضا به‌منظور مديريت بهينه شهري، ضرورت توزيع عادلانه امكانات و خدمات شهري را آشكار كرده است. مقاله حاضر مناطق هشت‌گانه شهر اهواز را ازلحاظ برخورداري از شاخص‌‌هاي توسعه شهري تبين كرده است. رويكرد اين مقاله توصيفي- تحليلي و استفاده از منابع اسنادي و همچنين بهره‌گيري از روش تحليل تصميم‌گيري چندمتغيره (الكتر) براساس دوازده شاخص توسعه شهري است. براي وزن‌دهي به معيارها نيز از مدل AHP استفاده شده است. براساس نتايج مقاله، توزيع منابع و امكانات شهر اهواز متناسب با توزيع جمعيت مناطق نيست. مناطق 3 و 4 ازلحاظ برخورداري از شاخص‌هاي مورد نظر، توسعه‌يافته و روبه‌توسعه‌اند و منطقه 5 با دارا بودن رتبه 6 در پايين‌ترين سطح توسعه قرار دارند كه موجب وابستگي مناطق با سطح توسعه پايين به مناطق برخوردار و شكاف اجتماعي و اقتصادي سيستم شهري شده است.

One of the ways to achieve a balanced urban development is equitable distribution of services indifferent areas of the city. Inequality in the distribution of services has a significant impact on the urban space and management costs. Therefore, the spatial planning and organization of space in order to optimize the management of urban space has made necessary equitable distribution of urban facilities and services. In the present research, the 8 regions of Ahwaz city in terms of development indicators have been studied. The research method is descriptive–analytical and by using of resource documents based on Multiple criteria decision making. Also AHP model (ELECTRE) was used based on 12 indicators of urban development for weighting the criteria. The results showed that the distribution of the resources and facilities was not proportionate with the population distribution of Ahwaz. Regions 3 and 4, in terms of development and having mentioned indicators of urban services, are ranked as developed and developing, respectively, and Region 5 has the development rate of 6 and is placed in the lowest rank.This has led to the dependence of the areas with low development level to the areas with high levels of development, and consequently, ended in social and economic gap in the urban system.
