تحليل مفاهيم فضا و دولت در نظريه دولت و شهرنشيني در ايران

Analysis of Space and State Concepts in State and Urbanization Theory of Iran

هدف اين پژوهش، تحليل توان‌‌هاي تبيني نظريه دولت و شهرنشيني در ايران در چارچوب مفاهيم فضا و دولت است و با روش تحليلي- نظري انجام شده است. داده‌هاي تحقيق نيز شامل پژوهش‌هايي است كه در فاصله زماني 1373- 1392 در اين زمينه نگارش شده است. يافته‌‌هاي پژوهش نشان مي‌‌دهد در نظريه دولت و شهرنشيني اين پيش‌‌فرض پذيرفته مي‌شود كه مكان‌‌هاي مختلف به‌دليل تسلط دولت، فضاهاي همگون هستند. اين پيش‌‌فرض تحليل شهرنشيني را در اين نظريه از چند جهت متاثر مي‌كند: 1- چيستي و چگونگي نيروهاي اثرگذار توسعه شهري در ميان شهرهاي هم‌‌اندازه و شهرهاي ناهمسان يكسان درنظر گرفته مي‌‌شود. 2- دولت ماهيت شهري دارد و شهرنشيني ماهيت دولتي دارد و به ابعاد محلي، روستايي، منطقه‌‌اي و جهاني دولت توجه نمي‌‌شود. 3- تاثير نيروهاي جهاني بر توسعه شهرهاي بزرگ ناديده گرفته مي‌‌شود. 4- به پسكرانه‌‌هاي متفاوت طبيعي و انساني شهرها توجه نمي‌‌شود. 5- نقش دولت هم در ايجاد و هم در توسعه شهرها يكسان درنظر گرفته مي‌‌شود؛ درحالي كه ارتقاي منزلت اقتصادي و توسعه شهرها مستلزم مشاركت اساسي نيروهاي بازار است. 6- تغيير در مقياس تحليل داده‌‌ها (از سطح ملي به سطح استاني) باعث افزايش نقش بخش خصوصي در توسعه شهرنشيني مي‌‌شود كه پيشنهاد مي‌‌شود در پژوهش‌‌هاي آتي نقش دولت در فرايند شهرنشيني در ايران مورد توجه قرار گيرد.

The aim of this research is to analyse the explanatory strong of the State and Urbanization Theory of Iran in terms of space and state concepts. Research method is analytical one andfor this, papers and dissertations written around this issue during 1994-2013 were examined. Analyzing the State and Urbanization Theory of Iran shows the theory tended to homogenize different places because of state sovereignty over space. This preposition impacts the analysis of urbanization process in different ways: 1) Thenature andpathofurban developmentindifferent cities with different sizes are incorrectly considered as beingidentical; 2) State’s nature is defined by “urban” and the nature of city is defined by “State”; consequently, the local, rural, regional and global aspects of state are neglected; 3) The influences of global forces in the development of big cities are considerably overlooked; 4) Natural and human hinterlands of cities do not have any place in this theory; 5) While, participation of private sector is necessary for improvement of the economic status of cities, state has same important role not only in the establishment but also in the development of cities in this theory; and 6) Finally, the role of private sector will be highlighted by shifting the scale of analysis (from national to provincial), which is not considered in the theory and should be examined in the coming studies around the stateʹs role in urbanization process in Iran.
