Evaluating Effect of Objectives, Obstacles, Drivers, Team Dynamics and Organizational Support on ICT Effectiveness by Fuzzy DEMATEL

به‌دليل تاثيرات متفاوت فنّاوري اطلاعات و ارتباطات2 بر جنبه‌هاي مختلف اجراي وظايف در سازمان‌ها، گرايش دولت‌ها به‌سمت استفاده از ICT در ساليان اخير افزايش چشمگيري يافته است. موضوع مهمي كه در اين زمينه بايد مورد توجه قرار گيرد، آن است كه استفاده از فنّاوري اطلاعات و ارتباطات بدون توجه به تاثيرات متقابل حوزه‌هاي مختلف ICT باعث ناكارآمدي سازمان‌ها در انجام وظايف خود خواهد شد. از اين رو، پژوهش حاضر با هدف پرداختن به ايجاد يك ساختار نظام‌مند3 در حوزه ICT، حوزه‌هاي مختلف ICT را به‌منظور شناسايي عناصر نفوذكننده و تحت نفوذ واقع‌شده (علت و معلول)، مورد تجزيه و تحليل قرار داده است. بدين منظور، ابتدا با استفاده از دستاوردهاي پژوهش‌هاي ساير پژوهشگران، حوزه‌هاي مختلف ICT شامل اهداف، موانع، محرك‌ها، پويايي‌هاي گروهي، و حمايت سازماني را شناسايي كرده، سپس عنصر ديگري به‌نام اثربخشي ICT را به‌منظور تاثير عوامل اشاره‌شده بر اثربخشي ICT به حوزه‌هاي مختلف آن افزوده است. پرسشنامه استاندارد فنّ DEMATEL4 فازي به‌منظور جمع‌آوري اطلاعات، در بين 35 نفر از كارشناسان خبره حوزه‌هاي ICT و IT توزيع گرديد. پس از جمع‌آوري اطلاعات، داده‌ها با استفاده از DEMATEL فازي، مورد تجزيه و تحليل قرار گرفت. نتايج به‌دست‌آمده از تجزيه و تحليل داده‌ها مويد اين مطلب بود كه در حوزه ICT، اهداف به‌عنوان نفوذكننده‌ترين عنصر بر ساير عناصر حوزه ICT و محرك‌ها به‌عنوان نفوذپذيرترين عنصر در حوزه ICT تعيين مي‌گردند.

Due to different effects of ICT on varied aspects of performing the duties in organizations, governments have been intending to use ICT in the recent years very dramatically. The significant issue to which we should pay attention is the using of ICT without directing attention towards the mutual effects of different ICT domains shall be resulted in malfunction and inefficiency of organizations in carrying out their tasks. Therefore, the present research tried to develop a systematic structure in ICT domain and analyze the various ICT domains in order to identify the penetrating and penetrated factors (cause and effect). In doing so, at the present research firstly by the usage of other researchersʹ results and achievements, it was attempted to specify the different ICT domains including objectives, obstacles, drivers, team dynamics and organizational support and then another elements so-called ICT effectiveness was added in order to study the effect of above-mentioned factors on ICT effectiveness. Then, standard fuzzy DEMATEL technique questionnaire was distributed among 35 persons of experts working in ICT and IT fields to gather required information and data. After gathering required data and information, they were analyzed through DEMATEL techniques in fuzzy states, respectively. The results obtained from the DEMATEL technique in fuzzy state reveal that in ICT domain, the objectives were determined as the most penetrating elements into other elements of ICT domain and the drivers were the most penetrable element in ICT domain too.
