ارزيابي تطبيقي كاربري‌هاي آموزشي در راستاي رفاه اجتماعي با تاكيد بر عدالت اجتماعي و معيارهاي فرهنگي در شهر

Comparative Evaluation of Educational Facilities for Social Welfare with Emphasis on Social Justice and Cultural Standards in the City

رفاه اجتماعي، نظامي از برنامه‌ها، قوانين، خدمات و كمك‌هايي است كه به نياز‌هاي اوليه مردم و ايجاد امكانات براي اين نيازها جواب مي‌دهد. از اساسي‌ترين نيازهاي اوليه، نياز به آموزش است. با توجه به جمعيت پذيري امروزه شهرها و پيدا شدن شكل تازه‌اي از شهرها، يكي از ابعاد و موضوعاتي كه در ساليان اخير توجه اكثر انديشمندان برنامه‌ريزي شهري را به خود مشغول كرده است، پرداختن به مباحثي نظير عدالت اجتماعي و فرهنگ در مباحث شهري مي‌باشد. يكي از وجوه جاري بودن عدالت اجتماعي درشهر، تركيب فيزيكي مناسب كاربري‌ها است. در اين ميان موقعيت كاربري‌هاي آموزشي در شهر به‌عنوان يكي از بزرگترين كاربري‌هاي توليدكننده سفر‌‌هاي شهري، نقش زيادي در ميزان مصرف انرژيِ بخش حمل‌ونقل دارد و علاوه بر آن مي‌تواند راندمان آموزشي فراگيران را ضمن تاثير بر مسايل كمي آموزش، تحت تاثير قراردهد. اين تحقيق از منظر عدالت اجتماعي و با تاكيد بر كاربري‌هاي فرهنگي در معيار كاربري‌هاي همجوار در شهر به ارزيابي تطبيقي كاربري آموزشي دو منطقه 6 و 13 تهران مي‌پردازد. نتايج اين تحقيق كه حاصل خروجي توابع تحليلي نرم افزار ArcGIS بر داده‌هاي مورد بررسي از اين مناطق است، گوياي اينست كه در منطقه 6 از نظر شعاع دسترسي دانش‌آموزان به مدارس و در منطقه 13 از نظركاربري‌هاي همجوار، مدارس از وضعيت مطلوب‌تري نسبت به منطقه ديگر برخوردارند. بنابراين توجه به معيارها و اصول مكان‌يابي كاربري آموزشي در مكان‌گزيني‌هاي آينده كاربري‌هاي آموزشي و كاربري‌هاي همجوار آن در اين مناطق براي تامين عدالت اجتماعي شهري ‌ساكنان و ارتقاي كارايي كاربري‌هاي آموزشي در نتيجه همجواري با كاربري‌هاي فرهنگي ضروري است.

Social welfare is a system of programs, rules, services and aids that responds to the people’s basic needs and provides facilities to meet these needs. And one of the essential needs is the need to education. Regarding todayʹs absorption of population in cities and formation of a new form of cities, one of the dimensions and subjects that have attracted the attention of the majority of experts in urban planning is addressing issues such as social justice and culture in urban topics. One of the aspects showing observance of social justice in cities is the appropriate physical combination of the facilities. In this regard the location of the educational facilities of the city, as one of the biggest sections producing urban travel, has a major role in consumption rate of energy in transportation section. In addition, it can affect the educational efficiency of the learners as well as affecting quantitative educational matters. This paper, from the stand point of social justice and emphasizing on cultural facilities in standard of adjacent facilities in the city, addresses the comparative evaluation of educational facilities in districts 6 and 13 of Tehran. The findings of the paper, derived from analytical functions of ArcGIS software on the data attained from these districts, shows that in Dist. 6 studentsʹ access to the schools and in Dist. 13 the adjacent facilities, schools are in a better position compared to other district. Therefore, paying attention to the standards and principles of positioning the educational facilities in locating future educational facilities and its adjacent facilities in these districts is necessary to achieve social justice for the citizens and improve the functionality of educational facilities due to closeness to cultural facilities.
