آسيب‌شناسي مطبوعات محلي از منظر روزنامه‌نگاري حرفه‌اي و روزنامه‌نگاري توسعه

Pathology of the Local Media from the Aspect of Professional Journalism and Developmental Journalism

مقاله حاضر به آسيب‌شناسي مطبوعات محلي از منظر اصول روزنامه‌نگاري حرفه‌اي و معيار‌هاي روزنامه‌نگاري توسعه مي‌پردازد. داده‌هاي مورد استناد اين مقاله از دو تحقيق جداگانه كه در سال 1390 به روش تحليل محتوا روي مطبوعات محلي استان‌هاي خوزستان و كردستان انجام شد، فراهم گرديده است. اين داده‌ها مورد تحليل ثانويه قرارگرفته‌اند. مقاله بر اين فرض استوار است كه مطبوعات محلي براي اينكه بتوانند به وظايف و مسيوليت‌هاي خود عمل كنند، لازم است شاخص‌هاي روزنامه‌نگاري حرفه‌اي و روزنامه‌نگاري توسعه را توامان رعايت كنند. بررسي‌ها نشان داد كه جز در مواردي خاص، كه همين موارد خاص هم با اما و اگرهايي همراه است، مطبوعات مورد بررسي از شاخص‌هاي مورد نظر به‌شدّت دور بوده‌اند. عدم توجه به توليد محتواي محلي و پوشش مسايل و نيازهاي محلي، بي‌توجهي به ژانرهاي فرآيندمدار در روزنامه‌نگاري، شخصيت‌گرايي و شهرت‌زدگي، غلبه شديد عناصر خبري «چه و كه» بر عناصر خبري «چرا و چگونه»، پايين بودن شديد سهم مطالب توسعه‌اي در نشريات مورد بررسي، عدم نقد برنامه‌هاي توسعه و بي‌توجهي به آداب، رسوم و سنت‌هاي محلي، از جمله آسيب‌هايي است كه اين مقاله با عنايت به يافته‌هاي دو تحقيق فوق‌الذكر به جمع‌بندي آنها پرداخته‌ و بر اين اساس پيشنهاد كرده‌است كه يك سلسله پژوهش‌هاي موردي روي مطبوعات محلي در سراسر كشور صورت گيرد و بخشي از يارانه‌هاي نقدي بر اساس دوري و نزديكي اين نشريات به موازين روزنامه‌نگاري حرفه‌اي و روزنامه‌نگاري توسعه، تخصيص يابد. هم‌چنين، آموزش مديران مسيول، سردبيران و اعضاي تحريريه‌ها بايد در دستوركار قرارگيرد و فضاي مطلوب فعاليت‌هاي مطبوعاتي براي نشريات محلي بيشتر فراهم شود.

The present paper addresses the pathology of local press from the stand point of professional journalism and the indicators of developmental journalism. The data used in this paper have been collected from two separate studies done in 1390[2011] using content analysis method on local press of Khuzestan and Kurdistan provinces. A secondary analysis has been done on these data. The paper is based on the premise that the local press must observe the criteria of professional journalism and developmental journalism together to be able to fulfill their duties and responsibilities. Studies showed that the explored press was severely far from considered criteria except in special cases, while these cases are in doubt too. Paying no attention to the producing local content and meeting local issues and needs, negligence about procedure-driven genres in journalism, personalism and FT reputation, intense overcome of news elements of "what and who" over news elements of "why and how", very low level of developmental subjects in the investigated publications, no review about developmental plans, no respect for etiquettes, ceremonies, and local traditions were some of damages that this paper found with respect to the findings of the abovementioned studies. Based on them, we have suggested doing a series of case studies on local press all across the country and the allocation of cash subsides to them with respect to the degree of closeness or distance from professional and developmental journalism principles. Also, training the directors, editors, and editorial board members must be on the agenda, and more favorable environment must be prepared for local press activities.
