سنجش ميزان سرمايه اجتماعي، مشاركت و توسعه پايدار شهري مورد شناسي؛ منطقه سه كلانشهر زاهدان

Evaluation of Social Capital Participation and Urban Sustainable Development Case Study: District No.3 of Zahedan Metropolis

علي رغم اينكه رهيافت مشاركتي و توجه به مردم، به عنوان بهره برداران نهايي از نتايج طرح ها و برنامه ريزي هاي شهري، مقوله اي است كه طي دهه هاي اخير مورد توجه صاحب نظران حوز برنامه ريزي شهري قرار گرفته، ولي مقوله سرمايه اجتماعي اغلب به دست فراموشي سپرده شده است. حال مسيله اساسي و سوال اصلي تحقيق آن است كه سرمايه اجتماعي، عوامل موثر در افزايش يا كاهش آن، محور‌ها، معيارها، شاخص‌ها و به طور مشخص ابعاد مشاركتي آن و نقش و تاثير اين بعد از سرمايه اجتماعي در توسعه پايدار شهري چيست؟ از اين رو هدف از انجام اين پژوهش، سنجش ميزان مشاركت شهروندي، به عنوان يكي از ابعاد مهم سرمايه اجتماعي مي باشد. روش تحقيق، توصيفي- تحليلي بوده و از ابزار پرسشنامه جهت گردآوري اطلاعات مورد نياز استفاده شده است. با توجه به تعداد نمونه موردنياز كه بر اساس فرمول كوكران 320 عدد تعيين گرديد، پرسشنامه ها در منطقه سه، شهر زاهدان توزيع و پس از تكميل و تلفيق با يافته هاي اسنادي، با استفاده از نرم افزار آماري Spss18و آزمون T-Test يك متغيره مورد تجزيه و تحليل قرار گرفت. نتايج حاصل از تحليل هاي كمي و كيفي اين پژوهش حاكي از آن است كه شهروندان منطقه سه كلانشهر زاهدان از نظر ميزان مشاركت در امور شهر در وضعيت خوب و بالاتر از حد متوسط قرار دارند. بنابراين، مسيولين اجرايي و مديريتي شهر مي‌توانند از اين پتانسيل و استعدادي كه در بين شهروندان نهفته است با برنامه ريزي‌هاي منسجم و منظم اين توانايي‌هاي بالقوه را به مرحله فعليت رسانده و به منظور ارتقا كيفيت كاردكرهاي شهري و زندگي شهروندان بيش از گذشته از آن بهره گيرند.

Despite of the fact that Participatory approach and attention to people as final users of the results of urban projects and planning , is the issue considered by authorities of urban planning , but the item of social capital has been mostly forgotten. However, the main issue and question of this research is that what is the social capital, the effective factors on its decrease or increase, indices, criteria and clearly its participatory dimension and the role and effect of this dimension of social capital on the urban sustainable development. Therefore, the aim of this study is to measure the citizens’ participation as one of the main dimensions of social capital. The research method was descriptive - analytical and questionnaires have been used to gather the required information. The required sample size was determined 320 based on Cochran formula, The questionnaires were distributed in district No.3 of Zahedan and after completing and integrating with documentary findings of documents, was analyzed using statistical software of Spss18 and single variable T-Test . Qualitative and quantitative analysis of the results of this study suggests that the citizens of district No.3 of Zahedan metropolis are at a good condition and above the average level from the view point of participation in urban affairs. Thus, the executive and administrative authorities of the city can use the potential and talent of citizens through a careful and regular planning and implement it for improving the quality of urban functions and life of citizens more than before.
