Recognition of NGOs in the Light of Legal System: Opportunities & Capacities for Basij

سازمانهاي غيردولتي، تشكل سازمان‌يافته افراد، حول محور ديدگاهها و اهداف مشترك هستند كه بدون مداخله در امور سياسي، در جهت تحقق ايده‌هاي عام‌المنفعه فعاليت مي‌‌كنند.گرچه كليّت نهفته در مقررات اصلي ناظر بر تشكيل و فعاليت بسيج كه به رابطه اين نهاد با سازمانهاي غيردولتي نپرداخته است، اما كليّت اين امر را مي‌توان از لابلاي مواد ناظر بر اهداف و وظايف بسيج استخراج نمود. «تجهيز و سازماندهي همه افراد ملت براي دفاع و مقابله با تهديد، تجاوز و سوانح»، وظيفه و ماموريتي كلي است كه بدون شك بسيج مي‌تواند در راستاي تحقق آن از حضور و فعاليت «همكاراني» مناسب برخوردار گردد. بهره‌گيري از سازمانهاي غيردولتي، چه به صورت تاسيس و حمايت از فعاليت سازمانهاي غيردولتي تخصصي در حوزه‌هاي تحت ماموريت و مسيوليت بسيج و چه همكاري با سازمانهاي غيردولتي مستقلي كه به نحوي از انحا در حوزه‌هاي موضوعي مربوط به بسيج فعاليت مي‌كنند، از مسايلي است كه در وضعيت امروز قابل توجه بوده و لازمه همگاني حركت بسيج با تحولات زمان مي‌باشد.

NGOs are considered as an entity of organized individuals around common views and objectives, which are attempting to realize ideas of public utility, without interfering in political affairs. In addition to generality underlying the main principles governing Basij organization and its activities, which have paid no or scant attention to establishing relations with NGOs, we can draw out some provisions in this respect governing Basij missions and objectives. To quote part of a general provision, “to equip and organize all members of the nation to defend and to encounter any threat, aggression, and disaster” the main mission which Basij can take steps to realize by choosing some competent collegues. Capitalizing on NGOs whether in form of establishment and sponsorship and supporting specialized NGOs activities in the field of Basij missions and responsibilities, or Cooperation with independent NGOs that are active in some ways in the field of subject matters related to Basij, are among the issues that deserve to focus on regerding the present situation which Basij needs to keep pace with current development.
