Dimensions of Asymmetrical Warfare

در مقاله حاضر تلاش بر اين است كه مفهوم واژه جنگ نامتقارن و برخي از ويژگيهاي آن توضيح داده شود و ابعاد جنگ نامتقارن با تكيه بر سه بعد عدم توازن منافعِ در خطر، طرفهاي درگير يعني منافع حياتي بازيگر ضعيف و منافع غيرحياتي بازيگر قوي، محدوديتها و الزامات سياسي، حقوقي و اخلاقي آنها و بررسي تطبيقي اين موضوع در جوامع غربي كه بقا دولتها مستلزم حمايت داخلي مردم از يك سو و حساسيتهاي آنها به تلفات انساني و تلاش براي جلوگيري از وارد كردن خسارتهاي غيرنظامي و جوامع غيردمكراتيك و پيامدهاي آن مورد بررسي قرار گرفته است. در ادامه، نويسنده راهبردها و تكنيكهاي نامتقارن را با توجه به اختلاف فن‌آوري ميان كشورهاي توسعه‌يافته و كشورهاي در حال توسعه را مورد توجه قرار مي‌دهد. در پايان، جنگ ناتو برضد يوگسلاوي سابق بر سر مساله كوزوو را به عنوان نمونه مورد بررسي تشريح مي‌كند و محدوديتها و اهداف ناتو در حمله به صربها و استراتژيها و تاكتيكهاي صربها براي مقابله با ايتلاف را در سه سطح راهبردي، عملياتي و بين‌المللي تبيين مي‌كند و مواردي را كه صربها انجام ندادند و پيامدهاي انجام احتمالي آن اقدامات را برمي‌شمارد و چنين نتيجه‌گيري مي‌كند كه اگر منافع حياتي قدرتهاي مداخله به خطر بيفتد بسياري از اين محدوديتها و الزامات ديگر وجود نخواهد داشت و در اين صورت توانمنديهاي تكنولوژيك يك برتري محسوب مي‌شود.

In the present article an attempt has been made to explain the concept of the “term” asymmetrical warfare and the characteristics inherent to asymmetrial warfare, Stressing on the dimensions and aspects of such conflicts. The author, further, Considers mainly three aspects of asymmetrical conflict including imbalance of the interests at stakes of opposing parties, that is, vital interests of the week actor against the relative interests of strong actor, political, legal and ethical constraints, that is, the comparative analysis of such constraints in democratic and non – democratic societies. In the case of democratic Societies the survival of any government requires domestic political support and cohesion. There is also a particular sesetivity towards human loses and deliberat attempt is made to avoid collateral damage, whereas in The non – democratic communities They are not The case and the implications of such differences have been thoroughly been discussed. The article, further, focuses on asymmetric strategies, approaches and techniques with respect to the technolodical gaps between developed and developing countries. At the end, the Nato Campaints former Yugoslavia Over Kosovo has been taken as a case study and the constraints and military and Strategic objectives of Allied Force as well as serbian tactics and strategies in confrontation with the alliance at three levels of strategic, operational have been elaborated. The article concludes that if the vital interests of intervening powers are put at stake, most of such constraints will be removed and the technological superiority is an advantage in this regard.
