Doctrine for Asymmetric warfare

اين مقاله با تاكيد بر ضرورت شناخت تضاد ذاتي نقش دكترين نظامي و ماهيت عدم تقارن، ويژگيهاي يك دكترين كارآمد و ماهيت نبرد نامتقارن را برمي‌شمارد. ابهام و ناشناختگي و غيرمنتظره بودن رويدادها، ويژگي عدم تقارن شناخته‌ شده و دكترين در پاسخ به اين ويژگي بايد با پرهيز از ديكته كردن اصول عملياتي، داراي خلاقيت، ابتكار عمل و انطباق‌پذير باشد تا بتواند با تهديدات نامتقارن مقابله نمايد. سپس نويسندگان، ويژگيهاي دكترين كارآمد را در عصر عدم تقارن ذكر كرده و نحوه فراگير كردن دكترين جديد از بالاترين تا پايين‌ترين رده فرماندهي و مراكز آموزش تشريح شده است. در پايان نيز دو ويژگي تفكر خلاق و ابتكار عمل سازمان‌ يافته در تمام سطوح فرماندهي و تركيب اين دو ويژگي را در استفاده از فناوري به عنوان پايه و اساس طراحي دكترين نظامي موفق، معرفي كرده و ضمن مقايسه دكترينهاي نظامي گذشته آمريكا ـ كه مبتني بر برتري قدرت نظامي آمريكا تدوين شده ـ با دكترين نظامي مورد نياز براي مقابله با جنگ نامتقارن، سابقه طراحي دكترين نظامي را به تيوريهاي كلاسيك معتبر و بهره‌گيري از تجارب جنگهاي بزرگ اروپايي نسبت داده است. در نتيجه‌گيري نيز عنوان شده كه دكترين نظامي بايد براي ايجاد شرايط تفكر خلاق و ابتكار عمل در به‌كارگيري نيرو انعطاف‌پذير و توانا بر پيش‌بيني ابهام و ناشناختگي باشد. ضمن اينكه بر ضرورت بازنگري دكترين در تمام سطوح براي حفظ اصول مفيد و حذف اصول غيرمفيد در مقابله با دشمن و بهره‌گيري از برتريهاي نامتقارن تاكيد مي‌كند.

In the present article, the authors have made an attempt to enumerate and explain the characteristics of an effective doctrine and the nature of asymmetric warfare stressing on the need for recognition of the inherent tension between the role of doctrine and the nature of asymmetry. Uncertainity and the Unexpected events have been recognized as the characteristics of asymmetry and doctrin, in response must avoid prescriptive operational principles and enjoy creativity and adaptibility to counter asymmetric threats. The authors, further, Continue to highlight the characteristics of an effecfive doctrine in an era of asymmery and the ways of promulgating new doctrine from the highest to the lowest echelon of command and training centers. At the end of the article, the authors have considered two characteristics of creative thinking and disciplined initiative at all levels of command and combination of the two features in applying technology as the basis of developing a successful Army doctrine. Comparing the recent military doctrine, which have been based on superiorily of U.S. military power, with military doctrine required to counter asymmetric conflict, the authors trace the history of developing recent military doctrine back in the classic theories and framing the experiences gaind through great European wars. They have concluded that Army doctrine must be flexible to creat atmosphere for creative thinking and initiative in applying force, and to predict uncertainty. It also should be reviewed at all levels to keep suitable principles and concepts and throw out useless ones. The doctrine must capitalize on asymmetric advantages in confrontation of opponent.
