Analytical Approach To The Function Of Architectural Competitions In Iran

از گذشته مسابقات معماري راهي جهت دستيابي به بهترين طرح براي يك بنا بوده است. در سال 1381 ش، به منظور برگزاري هر چه بهتر اين مسابقات و دستيابي به اهداف از پيش تعيين شده، آيين نامه اي توسط شوراي عالي انقلاب فرهنگي مصوب گرديد؛ اما، امروز پس از گذشت حدود يك دهه از تصويب آيين نامه، هنوز مشكلات متعددي در زمينه هاي مختلف، از جمله سازماندهي، داوري، و برگزاري مسابقات مشاهده مي شود. گستره اين مشكلات را مي توان در چهار حوزه رهبري، مديريت، برنامه دهي، و برنامه ريزي مورد بررسي قرار داد. همان گونه كه برگزاري مناسب مسابقات موجب ارتقا و پيشرفت سطح معماري كشور مي شود، ضعف در ساختار برگزاري مسابقات، ضمن اتلاف هزينه و انرژي، مي تواند موجب بروز آثار و تبعات منفي در زمينه هويت تاريخي و بومي معماري ايران گردد. اين مقاله با مطالعه، بررسي، مقايسه و تحليل تعدادي از مسابقات معماري برگزارشده در كشور، به منظور شناخت ظرفيت هاي مثبت قوانين و اشكالات مرتبط و با هدف بازنگري و اصلاح در برگزاري اين مسابقات و در نتيجه توسعه معماري كشور، به نقادي اين سامانه مي پردازد.

Since long ago, architectural competitions have been the most effective way of selecting the best design for a building. In 2002, the Superior Council of Cultural Revolution enacted the first set of guidelines and regulations for architectural competitions in order to improve performance and to attain certain objectives. Yet, after a decade from the enactment of these regulations, some significant defects are still visible especially in the management of competitions, which affects their progress. These major defects can be categorized into four groups: 1.Leadership 2.Management 3.Programming 4.Planning. However, the lack of proper structure in competitions, results in inappropriate choices for the client and thus negative consequences for the profession, like losing valuable financial and energy resources. On the other hand, good performance and appropriate structure together with a respect for the regulations can result in appropriate designs for clients and progress in the quality of national architectural design. Therefore, it would be common-sense to attain a good structure for architectural competitions to guarantee national architectural quality, by the appropriate management of competitions inadequacies through conducting, supporting, supervising, also controlling, evaluating and developing competitions flaws through a well-designed feedback system.
