مدل راهبردي توسعه ارتباطات سيار با رويكرد منافع امنيت ملي

Strategic Model for Mobile Telecommunication Development with the Approach of National Security Interests

رشد انفجاري تلفن همراه در دهه اول قرن 21 موجب شد اتحاديه جهاني مخابرات ، فناوري‏هاي ارتباطات سيار را پيشرانرشد فاوا در جهان نام نهد. ورود اين فناوري به كشور همانند هر فناوري نوظهور ديگر موجب تحول در ابعاد مختلف اقتصادي، اجتماعي- فرهنگي، سياسي و دفاعي- امنيتي شده است. تحقيقات انجام‏شده در حوزه امنيت مليبه صنعت ارتباطات سيار به‌صورت مستقيم نپرداخته‏اند. هدف اين مقاله ارايه مدلي ساختاري براي توسعه ارتباطات سيار با رويكرد منافع امنيت ملي است. به اين منظور مسيله تحقيق و روش حل مسيله با رويكرد سيستمي مشخص شد. سپس خطوط راهنماي تحقيق، يكي پس از ديگري مورد مطالعه قرار گرفتند. پس از شناسايي عناصر و روابط بين اين عناصر، به كمك مدلسازي ساختاري تفسيري، مدل توسعه- كه يك گراف جهت‌دار است-ارايه شده است. عناصر مدل عبارتند از امنيت ملي، منافع ملي، آينده‏نگاري، شناخت محيط، رويكرد طراحي حل مسيله، تفكر مرزشكنانه، توسعه بر مبناي نظريه منتخب، تنظيم مقررات، نيت‌هاي راهبردي، اسناد بالادستي و كلان‏روندها. مدل نهايي در پنج سطح معرف تبديل نيت‌هاي راهبردي به برنامه اجرايي با نقش كلان‏روندهاي جهاني است. پيشنهاد لايه‏بندي سطوح مدل جهت اجرا و اثرگذاري بلندمدت تصميم‌هاي ملي و دستاورهاي داخلي بر پيشران‌هاي جهاني از ساير دستاوردهاي مدلسازي مي‏باشند.

Along with the tremendous growth of mobile telecommunications in the 21st century, ITU defined wireless communications as the driver of ICT in the world. Advent of this technology to Iran, like every other new technology, led to superior changes in economic, socio-cultural, political, defensive and security aspects. None of the researches conducted so far regarding the national security has directly focused on mobile telecommunications. The aim of this paper is to propose a structural model for the development of mobile telecommunications with regards to the national security interests. Hence, we first define the research question and problem solving method using a systematic approach. The research guidelines are then studied accordingly. After identifying the influential elements and their interrelations, the development model, which is a directed graph, is extracted using Interpretive Structural Modeling (ISM) method. Key elements of the model include: national security, national interests, foresight, environmental analysis, “design approach” for problem solving, breakthrough thinking, apt theory for development, communications regulatory agency, strategic intentions and upstream documents/acts, and macro trends. The final model presents how strategic intentions turn into action plans under the influence of global macro trends. Categorizing the layers of the model for better implementation and long-term influence of national decisions and accomplishments on global drivers constitute other achievements of this study.
