شوراي فرهنگ عمومي و تاثير مصوبه‌هاي آن بر سياست‌گذاري و برنامه‌ريزي فرهنگي

Public Culture Council and the Effect of its Sanctioned Laws on Policy and Cultural Planning in Isfahan

در اين مقاله جايگاه شوراي فرهنگ عمومي استان اصفهان در ساماندهي امور فرهنگي مطالعه‌شده و بررسي وضعيت سياست‌گذاري و برنامه‌ريزي در مصوبه‌هاي شوراي فرهنگ عمومي استان اصفهان در سال‌هاي 1372 تا 1389 داده‌هاي پژوهش را تشكيل مي‌دهد. روش بررسي، تحليل محتواي مصوبه‌هاي شوراي فرهنگ عمومي با استفاده ازآزمون‌هاي «خي دو» و «دوجمله‌اي» رابطه بين نوع مصوبه‌ها بر اساس آيين‌نامه شورا و سياست‌گذاري و برنامه‌ريزي با ساماندهي امور فرهنگي سنجيده شده است. نتايج نشان داد كه بين مصوبه‌هاي مربوط به سياست‌گذاري و برنامه‌ريزي فرهنگي با ساماندهي امور فرهنگي رابطه مستقيم وجود داشت؛ همچنين نيمي از مصوبه‌هاي شوراي فرهنگ عمومي در امر سياست‌گذاري فرهنگي، مرتبط و در وظيفه برنامه‌ريزي، بيشتر مصوبه‌ها نامرتبط با وظايف شورا بودند.

The purpose of this research was to study "The position of Isfahan public culture council on organizing cultural affairs". The information of this research was the sanctioned laws of public culture council from 1372 until 1389. The research methodology was analyzing the content of sanctioned laws of public culture council by x2 test. And the relation between kind of regulation of council and policy and planning with cultural affairs were measured. The obtained results indicated that: there was the meaningful relation between sanctioned laws about cultural policy and cultural planning with cultural affairs. Also, half of sanctioned laws about policy were related to councilʹs duties and most of the sanctioned laws about cultural planning were not related to councilʹs duties.
